Reporting to the Director, Policy, Planning and Communications, the Manager, Policy and Planning (Manager) takes a lead role in the development, coordination, and management of the Government of Nunavut’s (GN) human resources legislation and the department’s policies and procedures. The Manager recommends the creation or amendment of legislation or the development of new policies or procedures based on current research and political priorities, supported by thorough analysis. In consultation with department staff, GN departments, and other stakeholders, the Manager oversees and coordinates Ministerial correspondence and Legislative Assembly documents.
The Manager supervises staff involved in research and policy development activities. The role involves liaising with colleagues to ensure timely and accurate dissemination of information to and from the Minister's Office, senior management, and regional offices. The Manager also coordinates departmental responses under the Access to Information and Protection of Privacy Act. The position requires representing the department in interdepartmental and cross-jurisdictional forums to promote understanding and achievement of departmental and GN goals. The Manager participates in and coordinates multiple strategic projects, meeting strict deadlines and departmental objectives. Ongoing review and revision of policies and programs to ensure their effectiveness and relevance is a key priority.
Qualifications include a recognized undergraduate Degree in Public Policy/Administration, Social Sciences, Business Administration, Law, or a related field, plus five (5) years of experience in policy and program development and analysis within a large organization or government. Experience in program delivery/management, public relations, or upper management in a community government is also acceptable. Supervisory or team leadership experience is required.
The official languages of Nunavut are Inuktut, English, and French. Applicants may submit their resumes in any of these languages. Fluency in more than one official language is an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, and experience working in a northern cross-cultural environment are also assets.
