Job summary

Scarborough Health Network is seeking a Manager for the Palliative Care Program to provide leadership that ensures high-quality patient care across SHN’s palliative services. Reporting to the Director, Mental Health, Oncology and Palliative Care, the role combines clinical leadership with administrative oversight, guiding operations, resources and staff development.

The position requires a nursing or health administration background with strong leadership, HR/financial management, change

Qualifications

  • Baccalaureate degree in Nursing or Health Administration with professional association membership; Master’s degree preferred.
  • Minimum five years of leadership experience with a clinical background in Palliative Care.
  • Ability to lead and collaborate with interdisciplinary teams and external partners.

Responsibilities

  • Develop and implement clinical, functional and strategic plans aligned with SHN strategy.
  • Ensure safe, efficient operation and optimal use of resources and staff.
  • Foster interprofessional collaboration and a culture of quality patient care.
  • Oversee HR planning, recruitment, performance management and professional development.

Job Description

Reporting to the Director, Mental Health, Oncology and Palliative Care, this position is responsible for providing creative and innovative leadership ensuring the delivery of quality patient care within the Palliative Care program. The scope of the role involves providing management, administrative and clinical leadership to all staff in a supportive, empowering manner while facilitating the effective and efficient use of staff resources, flow of patients and timely management of incidents or issues.

Strategic leadership is a key responsibility in this role, ensuring program activities align with the hospital’s strategic plan. This includes contributing to the program’s vision and collaborating with partners to identify opportunities for growth and innovation. The role also encompasses responsibility for financial and human resource management, oversight of clinical operations, the promotion of safe, efficient, and patient centred care, and the strengthening of team effectiveness within a Professional Practice Model.

As a member of the program leadership team, the Manager works collaboratively with physicians and other health-care professionals to support the effective delivery of patient care services. In addition, the Manager is responsible for the day-to-day operations the department, with an ongoing commitment to enhancing the patient and family experience.

Responsibilities
  • Develop and implement the clinical service, functional and strategic plans for the departments in alignment with SHN’s strategic plan and in collaboration with the broader program leadership teams,
  • Identify the organizational supports and structures required for the safe and efficient operation of the department,
  • Enhance and build further community linkages and partnerships to support patients and their families,
  • Foster a professional practice environment that encourages an interprofessional approach to patient care,
  • Ensure patient care is delivered in accordance with professional practice and corporate standards,
  • Manage all aspects of employee relations including human resource planning, recruitment, performance management, coaching, mentoring and professional development,
  • Support the development of new innovative programs, outreach activities and engagement initiatives,
  • Manage the financial, human, physical space and equipment resources of the department in alignment with SHN’s strategic plans,
  • Develop effective processes for selecting, evaluating and maintaining material/equipment that support patient care,
  • Build and maintain effective interdepartmental relationships and team-focused culture, and,
  • Identify opportunities and initiatives for continuous improvement in the patient and family experience.
Requirements
  • Baccalaureate degree in Nursing or Health Administration with membership in relevant professional association; Master’s Degree preferred
  • Minimum of five (5) years recent leadership experience coupled with a strong clinical background in Palliative Care
  • Demonstrated ability to:
  • Establish effective interpersonal relationships and collaborate with interdisciplinary teams and external regional partners
  • Support and initiate quality management activities
  • Manage multiple competing priorities in a fast-paced environment
  • Demonstrated experience and skills in:
  • Project management
  • Human resources and financial management
  • Change management and problem solving
  • Excellent interpersonal skills and experience in working within a unionized environment (negotiation, conflict resolution/management, and mediation)
  • Experience working with, and a demonstrated commitment to utilization of Lean methodologies and principles, or equivalent
  • Proven leadership ability with a track record of developing strong teams
  • Demonstrated pattern of good attendance and work performance
  • Proficiency in Microsoft Word, Excel, PowerPoint
  • Excellent oral, written and interpersonal communication skills
  • Demonstrated understanding of, and a commitment to, SHN’s comprehensive safety programs and practices including staff safety, patient safety, environmental safety and participation in regular in-service education,
  • Demonstrated commitment to customer service when interacting with patients, colleagues, volunteers and other members of the community
  • Ability to travel between sites as required
