Reporting to the Manager, Parking Enforcement, the Manager, Ops Planning & Analysis is responsible for overseeing financial management, system administration, and program support related to parking enforcement. Lead strategic projects, manage a team, ensure compliance with regulations. The position also oversees parking enforcement systems, online payment solutions, and technology enhancements to improve efficiency and customer experience.
Duties and ResponsibilitiesFinancial and Business Planning (25%)
• Prepare business plans, work plans, and operating/capital budgets.
• Monitor and report on POA and APS ticketing revenue, ensuring accurate financial management.
• Develop financial reports and provide recommendations to senior leadership.
• Conduct financial analysis and benchmarking to support decision-making.
Technology and Systems Management (20%)
• Act as a systems administrator for parking enforcement software, ensuring effective use and staff training.
• Oversee online payment solutions, ensuring proper system monitoring, transaction reconciliation, and customer support.
• Identify and implement technology solutions to improve operations and customer interactions.
Program Compliance and Policy Oversight (20%)
• Ensure compliance with the Contraventions Act Agreement, ARIS Agreement, city by-laws, and corporate policies.
• Maintain up-to-date policies, systems, and procedures.
• Lead and assist in strategic projects, including system upgrades, by-law amendments, and program reviews.
Leadership and Team Management (20%)
• Lead the program support team to ensure high-quality customer service and financial management.
• Motivate staff to achieve performance goals through coaching, training, and performance management.
• Represent Parking Enforcement on inter-departmental projects, committees and working groups.
• Build and maintain relationships with internal and external stakeholders.
Strategic Reporting and Communication (15%)
• Develop Requests for Proposals (RFPs), project charters, and project plans.
• Draft reports with recommendations for the Leadership Team, Council, and committees.
• Attend meetings and present findings as required.
• Exhibit strong communication and problem-solving skills when interacting with Council members, the public, and staff.
Hourly Rate/Salary: $97,831.00 - $130,442.00
