Job description

Saskatchewan Distance Learning Centre requires a permanent, full-time Manager of Policy, Planning and Privacy. The position will be located in our Regina Administrative Office and commence on a mutually agreed upon date with the successful candidate.

Sask DLC is a Treasury Board Crown Corporation, created to deliver high-quality and equitable online learning programs to students across the province. Sask DLC’s head office is located in Kenaston, with an administrative office in Regina, and regional campuses located in Estevan, Kenaston, La Ronge, Moose Jaw, Neilburg, Nipawin, Prince Albert, Regina, Saskatoon, Swift Current and Yorkton.

Manager of Policy, Planning and Privacy Summary Responsibilities

Reporting to the Executive Director of Finance, Planning and Human Resources, the Manager of Policy, Planning and Privacy provides strategic leadership in policy development and coordination, corporate planning and privacy management for the Saskatchewan Distance Learning Corporation (Sask DLC).

This role ensures compliance with legislative and regulatory frameworks, leads corporate governance initiatives, and oversees strategic planning to support Sask DLC’s mission of delivering high-quality online education. This position also collaborates with internal and external stakeholders to drive organizational excellence and continuous improvement.

Primary Responsibilities

  • Develop, implement and evaluate organizational policies to ensure alignment with strategic priorities.
  • Lead the strategic planning process to achieve organizational goals in alignment with the Government of Saskatchewan’s Plan for Growth.
  • Champion innovation and lead organizational change to align with Sask DLC and government-wide priorities.
  • Implement the organization’s strategies, procedures, and initiatives by ensuring all business and data management processes comply with regulations.
  • Strengthen organizational effectiveness though policy development in human resources, campus operations, workplace safety, labour relations, collective bargaining, and finance operations

Knowledge, Skills, Abilities

  • Extensive experience in policy development process, implementation, and evaluation.
  • Strong understanding of strategic direction within the education sector and its alignment with government-wide priorities.
  • Knowledge of Freedom of Information and Privacy protection laws.
  • Knowledge of key policy issues within the education sector and their intersection with other related sectors.
  • Proven problem-solving skills to anticipate and address emerging issues.
  • Effective communicator who seeks input and feedback from multiple stakeholders within a collaborative work environment.
  • Diplomatic, professional, persuasive, and tactful, with well-developed written and oral communications skills and the ability to work with and influence a variety of stakeholders.
  • Demonstrated leadership, strategic thinking, adaptive change management and innovation in the public education system.
  • A broad understanding of best practices, current research and provincial initiatives in Pre-K to Grade 12 education.
  • Excellent working knowledge of finance, risk management, strategic planning and sound organizational and project management skills.
  • Theoretical and practical knowledge of human resource development, management, succession planning and performance evaluation processes and practices.
  • Excellent working knowledge and interpretation of legislation providing support with any legal or human rights issues that may arise.
  • Exceptional interpersonal skills with the ability to build and maintain positive relations with administrative and campus-based staff, Ministry of Education, communities and other stakeholders.

Required Education and Experience

  • Degree in Public Policy, Business Administration or a related field.
  • Minimum 5 years relevant experience in policy development and planning (public education preferred).
