Lead Infrastructure and Operations for a Region That Depends on It
This is the top operational leadership position within the Regional District of Mount Waddington (RDMW). We are seeking a technically skilled, community-oriented leader to guide multi-service infrastructure delivery across some of British Columbia’s most remote and environmentally significant communities.

With a diverse portfolio—ranging from water systems and landfills to fire protection, transportation, and rural facilities— you will be responsible for capital planning, asset management, compliance, and operational excellence. This is a high- trust, high-impact role suited to an experienced civil engineer or public works leader who thrives in autonomous, service- driven environments.

About the RDMW
The RDMW is a regional local government that serves approximately 11,000 residents across Northern Vancouver Island and parts of BC’s Central Coast. Our jurisdiction includes the municipalities of Port Hardy, Port McNeill, Port Alice, and Alert Bay, and unincorporated communities such as Hyde Creek, Coal Harbour, Woss, Winter Harbour, Holberg, Sointula and others.

Your Role: Leadership in Action
Reporting to the Chief Administrative Officer, the Manager of Operations provides strategic and regulatory oversight for all RDMW infrastructure and operational functions. You will lead service delivery, policy planning, and capital program execution across a broad regional footprint.

Key Responsibilities:
Infrastructure Oversight & Asset Management

  • Manage RDMW-owned and leased infrastructure: water and sewer systems, 7 Mile Landfill and Transfer Stations, fire services, rural lighting, and other assets.
  • Lead multi-year capital plans, lifecycle asset strategies, and infrastructure resilience initiatives.
  • Develop operational standards, performance benchmarks, and service continuity frameworks

Compliance & Governance

  • Ensure compliance with applicable provincial and federal legislation and regulations.
  • Develop and enforce operational policies to minimize legal and reputational risk.
  • Monitor evolving regulatory frameworks and adjust service delivery accordingly.

Capital Programs & Financial Oversight

  • Lead department-level operating and capital budgeting, procurement, and tendering.
  • Secure and manage infrastructure funding from senior governments and external sources.
  • Provide variance reporting, fiscal oversight, and strategic funding alignment.

Stakeholder & Intergovernmental Relations

  • Liaise with provincial ministries, Indigenous governments, utilities, and contractors.
  • Represent RDMW in public meetings, consultations, and infrastructure briefings.
  • Engage directly with Local Community Commissions and Board committees.

Leadership & Organizational Development

  • Direct technical and operations staff, including supervisors and contractors.
  • Recommend organizational structure, staffing models, and performance frameworks.
  • Build a culture of safety, accountability, and continuous improvement.

Qualifications And Experience Required

  • Bachelor's degree in civil engineering or related field
  • Registration as a Professional Engineer (P.Eng) with EGBC
  • Minimum 5 years of progressive public sector infrastructure or operations management
  • Strong working knowledge of applicable BC legislation and regulatory standards


Preferred

  • Master’s degree in engineering, public administration, or environmental management
  • 4+ years of senior leadership in local/regional government or public infrastructure
  • Familiarity with key legislation: Local Government Act, Community Charter, Environmental Management Act, Drinking Water Protection Act, Workers Compensation Act
  • Knowledge of public infrastructure funding (UBCM, FCM, ICIP, CleanBC)


Certifications Considered Assets

  • PMP – Project Management Professional
  • CAMA – Certified Asset Management Professional
  • ENV SP – Envision Sustainability Professional
  • CPWA, CRSP, SCMP or equivalent

  • Proven ability to lead cross-functional teams in rural or resource-constrained environments
