Manager of Newcomer Support Services (Itinerant Team)
TNO – The Neighbourhood Organization (TNO) is a well-established community-based social and health service agency providing a wide range of programs and services supporting low-income and newcomer communities across Ontario and sometimes across different provinces through online services and referrals. We are seekinga Manager of Newcomer Support Services (Itinerant Team)to join our team in afull-time contractrole until March 31, 2028, with possibility of extension based on funding.
POSITION SUMMARY
The Manager oversees the day-to-day operations of Newcomer Support Services, Itinerant Settlement Team at TNO, reporting to the Director of Newcomer Services. The itinerant team is comprised of Community Connections programs including SWIS (Settlement Workers in Schools). The Manager supports staff, collaborates with other TNO programs, and ensures objectives are met.
DUTIES & RESPONSIBILITIES
- Manage day-to-day program operations, coordination, work planning, budgeting, client/funder liaison, and reporting.
- Provide oversight to Itinerant Settlement program.
- Make decisions by following rules, policies, guidelines, and procedures independently.
- Develop program work plan, evaluation criteria, and assess program impact.
- Oversee program implementation, ensuring efficient use of financial and human resources.
- Manage and/or oversee program location(s) and site(s).
- Improve work processes and remove overlaps in coordination with other Program Managers/Directors.
- Develop, recommend, and manage program operational budget.
- Oversee program funding, including financial transactions, reports, and ad hoc funder requests.
- Identify and evaluate program risks, working with the Director and Vice President to control and resolve issues.
- Address issues proactively and consult when necessary.
- Identify and evaluate risks to the program and work with Director to control problems or risks, as appropriate.
- Work with other Program Managers and the Settlement program team to develop solutions that provide exceptional services, close identified service gaps, improve work process, remove overlaps, streamline process and improve overall service to clients
- Manage, lead, and support staff in program delivery, providing training, guidance, and performance reviews.
- Schedule staff shifts, ensure appropriate coverage, and address concerns following TNO’s procedures.
- Support hiring, orientation, and employee relations, including coaching/mentoring.
- Promote a culture of meeting client and neighborhood needs through teamwork.
- Support funding proposal development, including research and assisting the Director at various stages.
- Manage the program funding on a day-to-day basis by overseeing financial transactions, budget reports, and preparing ad hoc reports requested by funders and the agency
- Prepare monthly reports, program funder reports, program related records/documentation and process financial documents.
- Support the development and implementation of TNO’s strategic goals and operational plans.
- Participate in strategic planning, funding proposals, and operational decision-making activities.
- Make decisions based on rules, policies, guidelines, and independent judgment.
- Analyze and interpret multiple sources of information to apply policies.
- Ensure program services align with TNO’s client bill of rights, anti-racism & anti-oppression framework.
- Actively participates in program’s community development activities including advocacy, outreach and community engagement and empowerment activities.
- Develop and maintain strong relationships with the community, external partners, funders, and stakeholders.
- Collaborate with other Program Managers and Settlement teams to improve services and close service gaps.
QUALIFICATIONS & EXPERIENCE
- Undergraduate degree in social sciences, social service or a related field.
- Master’s degree in social sciences, social service or related field, or equivalent education and experience is an asset.
- At least five years’ experience as a strong people leader with a successful track record of supervising staff in a client-oriented organization.
- At least two years of experience working with clients at various levels in a community social agency/health environment.
- In-depth knowledge of Settlement Programs and experience with financial and administrative processes.
- Demonstrated experience in managing staff in a client-focused environment within a neighbourhood and community development framework.
- Solid understanding of not-for-profit sector, its stakeholders, community programs and funding proposal procedures.
- Knowledge of overall coordination and integration of services to newcomers to Canada.
- Experience working with and enforcing anti-oppression principles.
- Proficient at developing quality reports and deliverables using PowerPoint, Excel, and Word.
- Management Capability: Ability to plan, organize, coordinate, integrate, motivate and coach people to achieve performance results.
- Operational Expertise: Ability to streamline processes and make them more efficient, and work with others to adopt new procedures and processes.

Job Type:Full-Time Contract Position until March 31, 2028.
Work Location(s):45 Overlea Blvd. Toronto, ON M4H-1C3 and other TNO locations.
Schedule:35 hours per week between 8:30 AM to 8:00 PM, with some Saturdays as required by program needs.
