Job Description
The Manager – Integrated Mission provides operations coordination and support and reinforces integrated mission initiatives as a part of senior leadership. The incumbent is actively engaged in congregational and Community Services ministries, encouraging and supporting guests in accessing the holistic services offered at Boundless Vancouver. The Manager – Integrated Mission leads the Community Ministries team in the fulfillment of their roles. The incumbent performs their duties in a manner consistent with the Salvation Army Boundless Vancouver’s core values, in an efficient, professional and confidential manner.
RESPONSIBILITIES And Accountabilities
Leadership
- Serves as an active, participating member of the Management Team, Pastoral Team, Pastoral Care Council, and other planning/operational committees for the Ministry Unit (i.e. Christmas Kettle Committee, Audit Preparation Committee, Accreditation Preparation Committee).
- Assists with developing and carrying out action plans for the Ministry Unit in partnership with the Corps Officer and senior leadership team members.
- Provides strong leadership, direction and support to all Community Ministries staff so that they may develop both spiritually and professionally.
- Directly supervises the Pathway of Hope Team Leader, Community Ministries Admin Support Worker, and Program/Kettle Coordinator, including recruitment, training, orienting, managing performance, discipline, etc. in consultation with the Corps Officer and HR personnel.
- Ensures PEAC (performance and coaching) sessions are conducted regularly, as required, and that the accomplishment of established goals are supported by leadership. Provides indirect supervision to other Community Ministries team members. Adheres to all internal HR policies and procedures in performing these duties.
- Supports and empowers the Pathway of Hope Team Leader in their leadership role.
- Meets with Community Ministries program leads regularly. Coaches and mentors, resources, and delegates authority appropriately.
- Develops strategies and recommendations for staff development for presentation to the Management Team.
- Gives oversight to Community Ministries programs, including program evaluations, to ensure ministry objectives are consistently accomplished and that spiritual health is the driving force in creating program initiatives that are integrated into our mission.
- Oversees Community Ministries’ intake services, client assessment and emergency assistance.
- With support of Community Ministries’ team develops policies and procedures for Community Ministries for presentation to Management Team. Ensures effective implementation of approved policies.
- Through appropriate supervision, handles and ensures the protection of confidential guest and/or program files for the Ministry Unit.
- Ensures that the Community Ministries team works together to achieve the mission and operates with the values of The Salvation Army and in compliance with all contractual, legal and internal accreditation requirements.
- May offer relief support for Community Ministries team members, as needed.
- Supports the development of the Ministry Unit’s budget. Regularly assists in monitoring Community Ministries revenues and expenses to ensure compliance with budget provisions.
- Supports the Management Team in developing/implementing communication and donor relations strategies to ensure continued donations through community partners. May assist with the writing of thank you letters for donors.
- Makes decisions on routine and urgent administrative and operational matters in the absence of other supervisors/managers, providing managerial oversight in the absence of program leaders.
- In absence of Corps Officer provides crisis management manages and operational emergencies that arise.
- In absence of Operations Manager, manages facility issues that arise.
- Assists in coordination of program and building schedule, working with team supervisors to ensure conflicts are avoided and integrated mission is supported.
- Assists with maintaining, updating and effectively communicating internal policies and procedures.
- May serve as on-site trouble-shooter for IT issues, with support from THQ IT.
- Works with the Management Team to simplify current operational procedures and protocols and to innovate as needed, to ensure optimum operational efficiencies.
- Oversees special/seasonal programs (Back-to-School Supplies program, Christmas Assistance) as planned by the Community Ministries team and MU’s management team.
- Schedules Full Team meetings, prepares agendas, oversees taking and circulation of meeting minutes.
Integrated Mission
- Ensures that the Gospel of Jesus Christ is exemplified in the performance of all job responsibilities and through personal example.
- Prays with and shares the message of the Gospel of Jesus Christ with neighbors, staff, and volunteers, endeavoring to welcome them into the Body of Christ, linking neighbors to the church family and church programs where possible.
- May support Congregational Ministries with preaching/teaching, as needed, at the request of the Corps Officer.
- Responsible for the prioritization and effective provision of integrated mission at Boundless Vancouver. Guides senior leadership in ensuring programs and services are holistic in focus and provide intentional bridging opportunities between Community Ministries and congregational services.
- Responsible for the ongoing gathering and analysis/evaluation of statistics and other relevant data to innovate effective solutions for improving ministries and programs. Brings a continuous quality improvement (CQI) focus to the Community Ministries team.
- Oversees preparation of reports and statistical data for various projects and processes (e.g., Annual Mission Impact Review) with support from the Pastoral Team.
- Supports Management Team members with asset-mapping and program evaluation/design, providing sound insight from an integrated mission perspective. Asset-mapping to include other Salvation Army Ministry Units in the GVA, government, and community social service providers.
- Supports the Youth and Family Ministries Coordinator and Corps Officer with the running of Boundless Vancouver Family Fun nights and Messy Church.
- Is intentional in scheduling time to interact directly and meaningfully with Community Ministries guests and Boundless Vancouver volunteers in support of integrated mission.
- Serves as Chair of the Kettle Campaign Planning Committee. Directly supervises the Seasonal Kettle Campaign Coordinator. Assists with recruiting, orienting, training Kettle Campaign staff and volunteers.
CRITICAL RELATIONSHIP MANAGEMENT
Governance Boards and Councils: Management Team, Pastoral Team, Pastoral Care Council, Community Council
Internal: Area Commander, DHQ Advisors/Consultant, THQ Advisors/Consultants, various BV Planning Committees
External: Community Council members, external partners and donors, City of Vancouver, MP’s Office, MLA’s Office
Managerial Responsibility
Reports directly to the Corps Officer
Directly supervisors/oversees: Pathway of Hope Team Leader, Community Ministries Admin Support Worker, and Program/Kettle Campaign Coordinator.
Provides indirect supervision to POH Caseworkers and Kettle Campaign workers and may indirectly supervise Summer Canada Summer Jobs mission partners.
Financial And Materials Management
Assists in the development and ongoing monitoring of MU budget. May process invoices for payment. May process donation receipts. May receive monetary and/or gift-in-kind donations and process to the Operations Manager as per policy.

Education And Experience Qualifications
Education, Qualifications and Certifications:
BA in Business or Social Work or another related field
Experience And Skilled Knowledge Requirements
1-3 years of experience in social services role/s that included both business and program planning and implementation.
Skills And Capabilities (examples Provided Below)
- Knowledge/experience in project planning and development
- Strong organizational and negotiation skills
- Adaptability/innovation; ability to drive integrated mission initiatives
- Strong problem-solving skills
- Financial management/budgeting skills and experience
- Proven proficiency in database management
- Knowledge of HR practices/legislation (including HRIS management)
- Good people skills; a team player
- Good oral/written communication skills
- Spoken and written Mandarin and Cantonese an asset
- Ability and willingness to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check screening.
Compensation
The target hiring range for this position is $47,962.59 to $59,953.24 with a maximum of $71,943.89.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
