Reporting to the Chief Building Official (CBO), this position is responsible for managing and leading the day-to-day operations related to building inspections for new buildings, renovations, and sewage systems to ensure inspections are conducted in compliance with legislated requirements such as the Building Code Act (BCA), Ontario Building Code (OBC), and City of Welland Building Permit Bylaw.

About the Position

The duties listed are not meant to provide a comprehensive job description but highlight the core functions of the role.

  1. Organize and manage inspections of all construction, alteration, and demolition projects to ensure compliance with approved plans and standards.
  2. Oversee the daily operations of the Building Inspections unit, including scheduling, prioritization, and coordination.
  3. Provide leadership, technical support, training, and development to inspectors, along with team building, problem solving, and performance management.
  4. Offer technical guidance and enforcement support in interpreting and applying the Ontario Building Code, the Act, and related standards.
  5. Recommend issuance of orders or prosecutions to achieve compliance, and obtain search warrants as needed.
  6. Develop or modify Standard Operating Procedures to improve service delivery and compliance.
  7. Monitor construction approved through permits to ensure adherence to approved work scope, and generate completion reports.
  8. Develop and maintain relationships with stakeholders, negotiate complex issues, and resolve disputes.
  9. Act as a liaison to architects, engineers, industry associations, and the public.
  10. Respond to building emergencies onsite, directing personnel and contractors to remediate unsafe conditions.
  11. Collaborate with other municipal inspectors and officials during inspections.
  12. Represent the City as an expert witness in legal and administrative proceedings related to building code enforcement.

Duties & Responsibilities
  • Three-year College Diploma in Engineering or Architecture, or equivalent.
  • Five years’ supervisory experience or seven years as a Certified Building Code Official.
  • Certification as a Building Code Official by the Ontario Building Officials Association.
  • Successful completion of mandatory qualification and registration criteria as prescribed by the Ministry of Municipal Affairs and Housing.
  • Comprehensive knowledge of legislation and bylaws including the Building Code Act, Planning Act, Municipal Act, and related bylaws.
  • Ability to manage a multidisciplinary team effectively.
  • Strong communication skills, both oral and written, with courteous public interaction.
  • Valid Ontario Driver’s License in good standing.
