Cape Breton Job Board is seeking a Manager of Infrastructure to oversee the Port’s infrastructure operations, capital plan, and regulatory compliance, reporting to the CEO and coordinating with the Board. You will lead capital projects, coordinate inspections, develop maintenance and emergency plans, and support security initiatives, ensuring alignment with strategic objectives.

Qualifications

Post-secondary degree in a discipline that supports capital projects in facilities, marine, or infrastructure.
CAD proficiency and experience with project management software is expected.
Eng NS membership in good standing would be an asset.
PMI certification would be considered an asset.
Minimum of five years in infrastructure, capital projects, construction, engineering, or related field.
Experience managing large-scale, time-sensitive capital projects in port/marine/industrial environments.

Responsibilities

Coordinate annual inspections of Port infrastructure.
Develop and maintain infrastructure maintenance program.
Assess infrastructure condition and identify capital requirements.
Develop and maintain Emergency, Business Continuity, Environmental Response, and Risk Management Plans.

About the Role

Reporting to the CEO, the Manager of Infrastructure is primarily responsible for overseeing infrastructure operations and planning, funding applications, facilities regulatory compliance, and the direction and management of the Port’s Capital Plan. The Manager is also responsible for ensuring the achievement of the Port’s mandated strategic objectives related to infrastructure. In addition, the position provides support for the Port Security Plan and Port Emergency Plan, as directed by the Port Facility Emergency and Security Officer (PFESO).

About the Role

The Manager of Infrastructure is responsible for ensuring the achievement of Board-mandated strategic objectives related to Port infrastructure. The Manager of Infrastructure will provide regular reports to the CEO and, as required, to the Board of Directors.

Principal Responsibilities And Accountability

Infrastructure

Coordinate annual inspections of Port infrastructure
Develop, implement, and maintain the Port’s infrastructure maintenance program
Conduct periodic assessments of infrastructure condition and identify maintenance or capital requirements
Participate in the development and maintenance of the Emergency Plan, Business Continuity Plan, Environmental Response Plan, and Risk Management Plan
Ensure infrastructure complies with all applicable regulatory requirements

Capital Projects

Identify infrastructure needs and develop and review the five-year Capital Plan and associated budget
Develop, coordinate, and implement the approved Capital Plan, while minimizing disruption to Port users and operations
Oversee all phases of capital project management, including project definition, planning, execution, monitoring, control, and continuous improvement
Develop and implement policies, procedures, and processes to support effective project management and delivery
Identify requirements for contracted services; coordinate professional and technical services; and review completed work to ensure compliance with contractual requirements
Maintain and regularly update engineering, technical, and design drawings for Port infrastructure
Monitor compliance with applicable Standard Operating Procedures, safety policies and practices, environmental requirements, and other relevant regulations
Conduct studies, prepare reports, and provide recommendations to the CEO regarding the feasibility, scope, and cost-effectiveness of capital and special projects
Identify and pursue applicable infrastructure funding opportunities and prepare funding applications and supporting documentation in collaboration with the CEO.
Participate in strategic planning and policy development initiatives related to infrastructure and capital projects

Safety & Security

Support the PFESO on security-related matters and initiatives
Collaborate with the PFESO in the development and maintenance of standard operating procedures, contingency plans, and emergency response procedures to support operational safety and regulatory compliance
Act as Marine Facility Security Officer (MFSO) when required and as directed by the PFESO
Act as a backup liaison with security and regulatory agencies, including Transport Canada and the Canada Border Services Agency
Collaborate with the PFESO to ensure Port facilities and equipment comply with applicable Transport Canada requirements
Participate in tabletop, emergency, and live operational exercises as required
Review applicable regulations and recommend or implement procedural updates in consultation with the PFESO
Provide operational support and assume designated duties of the PFESO during their absence, as required
Obtain and maintain IC S-200 certification

Education and Experience

Post-secondary education at the university or college level in a discipline that provides the knowledge and skills required to manage capital projects within a facility, marine, or infrastructure environment.
Demonstrated technical proficiency in working with CAD drawings and a variety of computer software and project management applications.
Professional membership in good standing with Engineers Nova Scotia (Eng. NS) would be considered an asset.
Project Management Institute (PMI) certification would be considered an asset.
Minimum of five (5) years of related experience in infrastructure, capital projects, construction, engineering, facilities, or a related field.
Demonstrated experience managing large-scale, complex, and time-sensitive capital projects, preferably within a port, marine, transportation, or industrial environment.
