About the Regional District of Mount Waddington
The Regional District of Mount Waddington (RDMW) provides essential local government services to Northern Vancouver Island and parts of British Columbia’s Central Coast. Our jurisdiction includes the municipalities of Port Hardy, Port McNeill, Port Alice, and Alert Bay, and unincorporated communities such as Hyde Creek, Coal Harbour, Woss, Winter Harbour, Holberg, Sointula and others.

We operate across a geographically diverse and logistically complex region of mountains, fjords, and island settlements, serving approximately 11,000 residents. Our team delivers services that include regional planning, waste management, emergency coordination, economic development, recreation, and utilities.

The Position
The RDMW is seeking a Manager of Finance to lead financial operations for both the Regional District and the Mount Waddington Hospital District. Reporting to the Chief Administrative Officer (who also holds CFO responsibilities), this role is the organization’s senior internal finance lead.

This is a hands-on, functionally autonomous leadership role—ideal for a finance professional who wants full operational responsibility and the opportunity to influence fiscal strategy and long-term planning in a lean, mission-driven public agency. You will work closely with senior leadership and the Board to ensure strong financial management and service delivery across a diverse, rural region.

Key Responsibilities

  • Lead all accounting, budgeting, and reporting functions for the RDMW and Hospital District.
  • Develop and administer annual budgets and multi-year capital and operating plans.
  • Manage year-end processes, audits, and financial reporting in compliance with Public Sector Accounting Standards (PSAS).
  • Provide financial insight and analysis to the CAO and Board of Directors on policy, planning, and investment decisions.
  • Oversee cash flow, investments, reserves, and long-term financial sustainability.
  • Develop, implement, and monitor internal controls and risk management protocols.
  • Supervise and support finance staff in a small-team, high-accountability environment.
  • Othe duties as assigned by CAO


Required:

  • CPA (Canada) designation in good standing
  • Bachelor's degree in finance, accounting, business, or a related discipline
  • Minimum 5 years of progressive experience in financial management, ideally with public sector exposure
  • Strong understanding of financial governance, internal controls, and budgeting frameworks
  • Excellent communication and analytical skills, including the ability to translate financial information for diverse audiences


Preferred (Assets):

  • Experience in a municipality, regional district, or hospital district
  • Familiarity with BC’s Local Government Act, Community Charter, and PSAB standards
  • Exposure to intergovernmental funding, grant reporting, or multi-stream financial management
  • Proficiency in financial systems such as Vadim, MuniSoft, or similar ERP platforms

  • Clear, confident communication with both technical and non-technical audiences
  • An understanding of the unique challenges and responsibilities of rural and remote service delivery
  • The ability to work respectfully and collaboratively with Indigenous governments, staff, and stakeholder


Compensation and Benefits

  • Status: Full-time (35 hours/week), on-site, management exempt
  • Salary Range: $75,000 – $100,000 (based on qualifications and experience)
  • Benefits: Extended health and dental, medical travel support, vacation entitlement, and enrolment in the Municipal Pension Plan (MPP)
