Job summary

The Catholic District School Board of Eastern Ontario (CDSBEO) seeks an accomplished leader to serve as Manager of Facilities Operations, Maintenance & Capital Projects. Reporting to the CFO/COO, this role oversees facilities, asset management, and capital projects across the board’s portfolio.

• Post-secondary education in engineering, construction management, facilities management, or related discipline.
• Seven+ years of leadership in facilities management, construction, maintenance, or asset management.

• Experience managing operating and capital budgets.
• Knowledge of building operations, maintenance, procurement, and asset management.
• Strong leadership, communication, negotiation, and problem-solving skills.
• Valid Ontario Driver’s Licence and access to reliable transportation.

Qualifications

Required

• Post-secondary education in engineering, construction management, facilities management, or a related discipline.
• Minimum of seven years of progressively responsible leadership experience in facilities management, construction management, maintenance, operations, asset management, or a related field.
• Demonstrated success leading large, multi-site teams within a complex or unionized organization.
• Experience managing significant operating and capital budgets.
• Thorough knowledge of building operations, maintenance best practices, construction management, procurement, and asset management principles.
• Strong leadership, communication, relationship-building, negotiation, consensus-building, and problem-solving skills.
• Valid Ontario Driver’s License and access to reliable transportation.
• Successful Vulnerable Sector Screening.

Preferred

• Professional Engineer (P.Eng.), Certified Engineering Technologist (CET), Project Management Professional (PMP), Facility Management Professional (FMP), Certified Facility Manager (CFM), or equivalent professional designation.
• Experience in education, municipal, healthcare, or equivalent broader public sector environment.
• Experience in broader public sector procurement legislation.
• Knowledge of Ministry of Education capital funding, asset management, and school renewal programs.

Duties and Responsibilities

• Provide vision and strategic direction for facilities operations and services.
• Develop and implement long‑term asset management, infrastructure renewal, and capital investment plans.
• Advise senior leadership on facilities risks, infrastructure needs, operational improvements, and capital planning.
• Foster a culture of accountability, collaboration, innovation, and service excellence.
• Direct Board‑wide custodial, maintenance, grounds, environmental, and energy management services.
• Ensure facilities are safe, functional, accessible, and maintained to high operational standards.
• Monitor service delivery, performance metrics, and continuous improvement initiatives.
• Lead departmental emergency response efforts related to facility incidents, utility disruptions, environmental events, and operational emergencies.
• Ensure effective use of maintenance management and building systems technology.
• Develop and manage multi‑year capital construction, school renewal, and facility improvement programs.
• Oversee the planning, design, tendering, construction, and commissioning of capital projects.
• Manage consultants, architects, engineers, contractors, and professional service providers.
• Ensure projects are completed safely, on schedule, within budget, and in compliance with applicable legislation and Board policies.
• Lead facility condition assessment and long‑term infrastructure renewal planning.
• Develop, present, and manage annual operating and capital budgets.
• Monitor expenditures, contractual commitments, project budgets, and available Ministry funding opportunities.
• Prepare reports, recommendations, and presentations for senior leadership, school administrators, and Trustees as required.
• Lead, mentor, coach, and develop management, supervisory, and facilities staff.
• Foster a respectful, inclusive, and high‑performing workplace culture.
• Collaborate with Human Resources and union representatives on labour relations and workforce matters.
• Lead workforce planning, recruitment, employee development, and performance management initiatives.
• Support positive employee relations and effective Collective Agreement administration.
• Ensure compliance with the Occupational Health and Safety Act, Ontario Building Code, Fire Code, AODA, environmental legislation, and all other applicable regulations.
• Oversee environmental stewardship, energy conservation, and sustainability initiatives.
• Lead organizational risk management efforts related to facilities and infrastructure.
• Respond to recommendations from Authorities Having Jurisdiction, auditors, insurers, and Joint Health and Safety Committees.
