THE OPPORTUNITY

The Manager of Enterprise Infrastructure and Operations is responsible for the selection, provision and operation of the City's technical infrastructure, Cyber Security Strategy development and execution, Service Desk operation, and Enterprise GIS. The incumbent will lead multiple teams ensuring Information System infrastructure operates efficiently and meets the City's needs.

This position reports to the Director of Information Systems.

This is a permanent full-time position. The salary range is: $114,714.60 - $136,354.40.

RESPONSIBILITIES

Strategy & Operations
• Create, maintain and implement an Infrastructure strategy with respect to on premise/cloud based solutions, including backups.
• Create, maintain and implement a Security Strategy ensuring aspects of Cyber Security are planned for and handled.
• Ensure the Service Desk is staffed and functioning to meet the service levels for support of the organization, with a strong focus on process improvement.
• Ensure the proper backup, restore, disaster recovery plans are in place with scheduled testing, validation, and monitoring.

Supervisory Management
• Manage the daily operations of the teams reporting to this position, setting goals and expectations for the staff, and helping them grow in their positions and skillsets over time.
• Provide leadership within IS to ensure efficient and effective ongoing system operations and security.
• Respond to issues/concerns relative to the enterprise infrastructure, service desk, security and work to resolve issues with a focus on continual improvement.
• Develop and maintain key relationships with staff at all levels within the City with respect to understanding technology needs and areas for service improvement.

Financial Management
• Work to define and submit business cases for upcoming projects/technology needs in conjunction with business unit and IS staff.
• Develop and manage operating and capital budgets, including forecasting, variance explanations, communication with other business units where required.
• Perform vendor management to ensure the City is getting the best value.
• Work to define and submit business cases for upcoming projects/technology needs in conjunction with business unit and IS staff.
• Review, approve invoices and code to proper GL strings.
• Work to streamline/support the procurement policy and look for cost savings opportunities for the City.

Vendor Management / Stakeholder Relations
• Develop and maintain strong relationships across all levels of City staff, Council, Vendors, and Stakeholders.
• Ensure incident, change, problem, and outage management is defined, implemented, and followed by IS staff with a focus on process improvement, improved communication

Continual Process Improvement
• Work with IS, business unit staff, and vendors to seek ways to improve processes through technology.
• Focus on service restoration, but also root cause identification and correction where required.
• Work with IS and the business unit staff to identify areas where technology can be leveraged/adapted for business benefit.

Other Duties
• Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
• Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
• Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
• All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
• Employee are expected to stay current on WHMIS and other safety-related procedures.
• Perform other job-related duties.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:
• Post-secondary diploma or degree in the field of Computer Science, Information Systems or equivalent.
• Minimum ten (10) years related experience, including project management and business analysis.
• Minimum five (5) years of direct experience in Service Delivery Management.
• Experience in staff management with at least three (3) years of direct supervisory experience.
• Experience with maintaining virtual environments and problem tracking.
• Knowledge of data communications networks.
• Solid working knowledge of current and emerging trends technologies.
• Experience with tracking and reporting deliverable status for all activities, projects and outstanding work requests.
• Experience managing and maintaining a budget.
• Experience keeping records of computer environment utilization and include in monthly reporting.
• Advanced communication skills and excellent presentation skills.
• Excellent collaborative negotiation and problems solving skills.
• Ability to prioritize highly complex tasks with specific timelines.
• Ability to work effectively and professionally with all levels within the organization and externally.
• Ability to effectively transfer ideas, concepts, and information into effective and efficient strategies.
• Ability to develop, implement and evaluate innovative plans.

• Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
• Intermediate knowledge in Infrastructure Architectures such as Visualization, and Storage.
• Experience with backup / restore / disaster recovery technology, planning, testing.
• Intermediate knowledge of Mobility Management. (Androids, Apple, Windows)
• Intermediate knowledge of Network Monitoring Tools.

ASSET QUALIFICATIONS:
• Certification in Project Management.
• Certification in Togaf (Information Systems Architecture).
• IT Service Management—ITIL.
• Certifications in HP Aruba, Microsoft, and VMW.

CONDITIONS OF EMPLOYMENT

CONDITIONS OF EMPLOYMENT:
• Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.
• Criminal Record Check Clearance.

PHYSICAL REQUIREMENTS:
• Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision.
• Lifting to 5kg (11lbs).

WORKING ENVIRONMENT:
• Monday to Friday.
• Hours of Work: 8:30am to 4:30pm.
• Overtime may be required.
• Travel may be required.

IMPACT AND MAGNITUDE OF JOB (SCOPE):
• Lead a team of 10 full time permanent employees.
• This position manages a budget.
