The Opportunity

We are seeking an experienced professional to provide strategic leadership, technical expertise, and operational oversight for our Engineering department. As the City's Engineer, the Manager of Engineering is responsible for planning, organizing, directing, controlling, and evaluating the City's engineering projects, programs and services. This collaborative, hands-on leadership role partners closely with the Planning and Development department, to advance the City's vision while fostering a culture of accountability, innovation, continuous improvement, and exceptional service for both internal and external stakeholders.

Responsibilities

Supervision and Leadership

Provide management, supervision, and leadership to the Engineering Department, including, but not limited to, establishing expectations, mentoring and coaching, performance evaluation and management, scheduling, recruitment and selection. Issues corrective action where necessary.

Lead the Engineering Department in providing excellent customer service, assistance and guidance to developers, consultants, and residents in accordance with approved policies and standards.

Evaluate and determine corporate and department priorities, and review and guide activities of the team.

Manage consultant contracts as necessary to support the work of the department.

Provide accurate advice to Council and Administration on engineering related items.

Assist in the management, development, and maintenance of suitable databases to support the work of the department.

Act for the General Manager of Planning and Engineering Services when delegated to do so.

Coordinate and engage with other departments as necessary, building cooperation between areas.

Project Management and Delivery

Oversee project management processes for the City. Coordinate standardized project management documentation and ensure departments are aware of their role within the process.

Ensure all capital projects are delivered in accordance with approved policies.

Identify capital projects in accordance with capital plans, master plans and other policies and procedures.

Identify project content, scope, affected stakeholders and risk remediation.

Develop and maintain project charters and ensures projects are executed in an efficient and effective manner.

Conduct conceptual planning, land acquisitions, consultant selection, preliminary design coordination, construction management, inspections, safety, communication, and scheduling.

Ensure all projects are constructed in accordance with contract specifications and approve any changes in scope or function during construction.

Coordination of projects regarding scheduling, traffic accommodation strategies, safety and ensure that the final product meets the goals of the municipality.

Engineering Development and Stewardship

Review, coordinate and provide engineering feedback for new subdivisions, developments, area structure plans and other planning documents to ensure that all engineering issues are addressed throughout the planning process.

Manage land development activities to ensure that new development / redevelopment of municipal infrastructure conforms to Area Structure Plans/Outline Plans, Master Plans, functional studies, design and supplementary reports, general design guidelines, provincial standards, and other relevant documents.

Oversee the City’s review of all engineering drawings to ensure compliance and adherence with general design standards, and construction completion and final acceptance of newly constructed municipal improvements is completed.

Ensure that engineering concerns and issues are addressed in a responsive and pro-active manner, striking a balance between the interests of Council, Administration, ratepayers, and the development industry.

Act as a liaison between the City and the development community, engineering consultants, shallow utility groups, government agencies and other external agencies for new development and to properly plan new projects.

Be a lead in the resident engagement process as it relates to the provision of project information through open houses and information provided to the City’s website.

Keep informed regarding new developments in infrastructure standards and regulations, and recommend changes to City’s standards.

Represent the City and participate in regional technical committees, as necessary.

Prepare correspondence, briefings and reports for Council and committee meetings, and attend as a subject matter expert as required.

Prepare and monitor expenditures of the department budget and report any variances. Address long-term financial plans and ensure cost estimates are in place for all areas of responsibility.

Lead the preparation of cost estimates for municipal infrastructure improvements and the development of off-site levies or local improvements.

Annually review and recommend changes to department fees and charges.

General

Develop and adhere to approved service level standards.

Complete special projects as required.

Participate in workplace safety initiatives.

Education, Qualifications, and Work Experience

Bachelor’s Degree in Civil Engineering with a Professional Engineer (P.Eng.) designation with a minimum of eight (8) years’ of directly related experience.

A Professional Licensee (P.L. (Eng.)) or Professional Technologist (P.Tech. (Eng.)) in the civil discipline with a minimum of ten (10) years’ experience may be considered.

Equivalent combinations of education and experience may be considered.

8+ years of professional experience in civil engineering, preferably related to municipal infrastructure, including at least three (3) years of progressive supervisory experience.

Experience with municipal finance and the budgeting process.

Experience with asset management frameworks and policies, tangible capital assets, and lifecycle planning, and contract management (asset).

Experience and practical knowledge of computer software such as Microsoft Office Suite, AutoCAD, ArcGIS, and Questica.

Valid Alberta Class 5 Driver's Licence.
