Manager of Capital Programs

The City of Orillia is less than 90 minutes from the Greater Toronto Area. Even though growth and progress have been strong in recent years, the Sunshine City has worked hard to retain the small-town charm that has captivated generations. The City of Orillia is currently seeking a highly motivated individual to fill the position of Manager of Capital Programs.

Reporting to the Director of Asset Management and Maintenance, the Manager of Capital Programs is responsible for managing and implementing the City’s facility and parks capital program, including capital and operating projects throughout the City’s portfolio of recreational, corporate, cultural and miscellaneous facilities and properties. This includes developing and managing asset management planning, building condition assessments, Facility Master/Optimization Plans, and other projects related to facility function and operations. Responsible to liaise with management, unionized staff and other stakeholders, while leading a team throughout project development and implementation.

Candidates must possess a post-secondary degree or diploma in Engineering, Building Sciences or a related field. A PEO Professional Engineer (P.Eng) or OACETT Certified Engineering Technologist (C.E.T.) are considered assets. This position requires a minimum of five years of related work experience in a municipal environment and minimum three years’ experience managing staff in a unionized environment with excellent computer skills including MS Office applications, including Word, Excel, e-mail, and the internet.

The City of Orillia offers a competitive salary, a comprehensive benefits package, and registration with the OMERS Pension Plan. The 2026 starting salary for this position is $110,181 and annual progression may lead to a salary of $128,896 based on a 40-hour work week.

Deliver Project, Program and Portfolio Management duties for facilities and City property capital and operating projects within the Environment and Infrastructure Services Department.
Develop and deliver capital long-range planning for facilities, parks and City property/projects and operations, ensuring compliance with building condition and asset management best practices, integrating sustainability metrics and ensuring alignment with various City strategies, plans and policies.
Liaise with designers, engineers and consultants to ensure projects are designed, prepared, meet minimum project standards and are ready to tender.
Manage projects to ensure minimum standards for project quality are met, including but not limited to project schedule, scope, and budget in accordance with City standards. Oversee project until conclusion.
Lead facility investigations and research as required.
Assist with emergencies related to capital and operating project delivery, required.
Prepare reports, make recommendations/presentations and attend Council Committee, community group, public and/or other meetings, as required.
Act in the absence of a Director, when required.
Other duties as assigned in accordance with corporate objectives.

Lead or support facility asset condition assessments, ensuring results are incorporated in the Asset Management Plan and 10-year Capital Plan. Provide financial estimates for asset replacements as required. Collaborate with the City’s Asset Management staff for required reporting.
Participate in departmental management functions including Joint Health and Safety and Labour Management Committees, as required.
Liaise with external and internal stakeholders throughout project lifecycle and monitor to ensure compliance with drawings and specifications.
Maintain and update City records and data (as-builts, manuals, compliance, asset inventory data, etc.) in partnership with other City teams.
Liaise and ensure compliance with Authorities Having Jurisdiction, including but not limited to the City’s building and planning departments, the Electrical Safety Authority (ESA), Technical Standards and Safety Authority (TSSA), Occupational Health and Safety Act (OHSA), Ministry of Labour, Immigration, Training and Skills Development (MOL), and the Ministry of the Environment, Conservation and Parks (MECP).

Develop and monitor annual project schedules and capital budgets, considering priorities and seasonal impacts.
M aintain capital project workplan and workflow schedules and assign leads for Divisional projects. Coordinate project work and communicate/liaise with various managers and stakeholders from numerous groups, divisions and departments.
Develop procurement specifications, documents and contracts for capital and operating project contracts and evaluate submissions. Monitor project purchasing in compliance with the City’s purchasing policy.
M onitor budgets, Change Orders, Payment Certificates, and the processing of vendor invoices and deliverables.

Ensure all staff are properly trained, and that safe conditions and practices are maintained.
Provide Supervison and leadership to employees.

Minimum Qualifications

Knowledge/Skills/Ability

Possession of following licenses/designations/certifications considered assets: P. Eng. Designation, Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT), Project Management Professional (PMP) Certification, Leadership in Energy and Environmental Design (LEED) Accreditation.
Must have extensive experience in project planning, delivery methodology, implementation, scope-budget-schedule management, and application of project management tools to move a project through a critical path, including approval gates and effective communication.
General knowledge of the following legislation, regulations, or requirements: Ontario Building Code (OBC), fire code, Occupational Health and Safety Act (OHSA), Technical Standards and Safety Authority (TSSA), Ontario Electrical Safety Code.
Embed safety in all practices for staff and the public.
Experience in managing change initiatives to create efficiencies.
Experience in coordination of staff, work assignments and managing in a unionized environment an asset.
Excellent computer skills including MS Office applications, including Word, Excel, e-mail, and the internet. Experience with energy and asset planning systems is an asset.
Possess excellent leadership, time management, organizational, supervisory and communication skills with the ability to multi-task.

Physical Demands

Sitting, standing, or walking. Work is conducted in a standard office environment with continual visual concentration required.
May be required to work in outside weather conditions and may be exposed to wet, cold and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals. Personal Protective Equipment (PPE) must also be worn when on-site or around hazardous materials and chemicals.

Position Requirements

Valid Class ‘G’ Ontario Driver’s License and access to a reliable vehicle.
A current and acceptable Criminal Record Check is required prior to the commencement date.
Attendance at meetings, seminars and conferences as required.
