Main Purpose and Function
The City of Vancouver is looking for a dynamic and driven Manager, Non-Market Housing Partnerships to play a key leadership role in managing non-market housing across the city. This position is at the intersection of policy, partnerships, and operations. We are looking for a candidate with extensive experience in non profit housing operations, lease and operating agreement management with skills in navigating complex stakeholder environments.
As Manager, you'll lead the City's monitoring and operational oversight of partnership agreement across the City’s non-market housing portfolio. The City’s non-market housing portfolio consists of over 250 sites across Vancouver leased to non-profit housing societies, housing cooperatives and senior government delivering over 13,000 affordable homes in Vancouver, a significant development pipeline of new social housing on City land, and operations of turn-key housing assets secured through the City’s inclusionary housing policies (Vancouver Affordable Housing Endowment Fund). You’ll collaborate with senior City leaders, housing operators, and government partners to ensure our partnership agreements support long-term affordability, accountability, and tenant well-being. From procurement to performance management, you’ll be on the frontlines of creating impactful housing outcomes for Vancouverites.

What You'll Bring to the Role:
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
