Main Purpose and Function
The Manager, Non-Market Housing Facilities is responsible for property and asset management of the housing operations portfolio, including building maintenance, repair, and renovations, as well as tracking the purchasing of equipment, appliances, supplies, and overseeing maintenance services to support effective and efficient delivery of preventative, cyclical, and routine maintenance services.
This position provides input into the overall strategic asset and facilities management priorities for the NMHO housing portfolio, consulting with stakeholders on short- and long-term planning and project deliverables. Responsibilities include ensuring quality assurance measures that support NMHO’s housing strategies and fiduciary responsibilities. The Manager liaises with REFM regarding base building requirements and leads assessments of housing service delivery facility needs and improvements.
The Facilities Manager, Non-Market Housing reports to the Director, Non-Market Housing Operations; supervises one Operations Supervisor and two maintenance workers. The role involves liaising with key REFM department leads and participating in the NMHO leadership team, fostering a respectful and inclusive workplace aligned with City and NMHO policies.
This position collaborates with peers, Residence Managers, and Residence Attendance Shift Leads across housing sites, providing project updates, coordinating scope development, and consulting on strategies to safeguard the City’s social housing assets.
Specific Duties/Responsibilities
Supervising maintenance staff, leading personnel administration, including hiring, staff development, engagement, performance management, and training. Ensuring departmental workloads meet maintenance targets, overseeing work quality, scheduling, and inventories using computerized systems, and developing quality metrics.
Developing repair and replacement programs, supervising contractors, managing budgets, and monitoring expenditures. Supporting operational objectives, tracking project milestones, and managing multiple projects and stakeholders. Assisting in developing Business Continuity and Emergency Response Plans.
Reviewing invoices, coordinating procurement, and establishing priorities for work requests. Monitoring capital improvement programs, ensuring compliance with maintenance practices and regulations. Supporting stakeholder alignment on project management, maintenance, and repair requirements, including oversight of building custodial services.
Managing equipment, appliances, and supplies procurement, liaising with REFM on RFPs and contracts, and ensuring service levels meet contractual standards. Ensuring health, safety, and sanitation compliance, overseeing building maintenance, and supporting tenant needs.
Supervising and directing operational and capital projects, supporting long-term capital planning, and overseeing contract supervision and quality control. Assisting in fire safety, building safety, and earthquake procedures. Coordinating inspections, preparing reports, and managing interior/exterior improvements and security needs.
Leading space and facility planning, record management, stakeholder engagement, and participating in professional development activities. Responding to critical events, guiding staff, contractors, and inter-departmental leads. Participating in after-hours on-call duties and other duties as assigned.
Education and Experience:
A university degree in Engineering, Architecture, Business Administration, Business Operations Management, Purchasing Management, or related discipline is required; or an equivalent combination of education, training, and experience. Project Management Professional (PMP), Applied Science Technologies (AScT), Facility Management Professional (FMP) certifications are assets. Extensive property and asset management experience with supervisory responsibilities, especially within housing settings, and knowledge of electrical, mechanical, HVAC, and structural systems are required.
Knowledge, Skills, and Abilities:
Knowledge of sustainable building design, the Residential Tenancy Act, financial management, contract law, procurement, and industry best practices. Strong leadership, negotiation, communication, and organizational skills. Ability to review plans, manage multiple projects, and build effective relationships with stakeholders. Proficiency in MS Office, AutoCAD (asset), and other relevant tools. Valid Class 5 Driver’s License required.
