ORGANIZATIONAL STRUCTURE

This role reports to Director of Planning, Development, and Sustainability

SUMMARY

The Manager, Major Capital and Strategic projects oversees the development and execution of capital and strategic projects at KPU. This role involves managing project design, specifications, tenders, and budgets, while coordinating with architects, consultants, and contractors. This role ensures that projects align with the KPU2050 Official Campus Plan by applying technical and planning expertise to meet the University's needs.

KEY RESPONSIBILITIES

  • Oversee current major projects including student housing, dining facilities, and childcare building.
  • Coordinate and oversight over capital planning, construction, and start-up of major projects, building and maintaining relationships with internal and external stakeholders.
  • Manage consultant teams, budgets, and contracts;
  • Participate in the development of project tenders and review bids.
  • Prepare municipal applications for rezoning and development permits, ensuring compliance with codes, regulations, and legislation.
  • Provide development expertise to support campus growth and establish project standards.
  • Support development negotiations to achieve campus growth objectives.
  • Represent the Campus and Community Planning Department in strategic university initiatives.
  • Maintain high standards of service and performance through ongoing education and training.
  • Promote a safe, respectful, and inclusive work environment.

QUALIFICATIONS

  • Bachelor's degree in a related field (Planning, Engineering, or Architecture);
  • A minimum of five years of related experience, including at least two years of managerial / leadership experience;
  • Professional certification such as PMP, FMA, CFM, PEng, MCIP, MAIBC, or AScTT;
  • Project management experience is essential, with experience in a Post-Secondary environment considered an asset;
  • Understanding of provincial and municipal policies impacting campus development.
  • Thorough knowledge of project scheduling, building technologies, and construction methods.
  • Extensive knowledge of building systems and green building rating systems (e.g., LEED, Passive House).
  • Ability to read and understand drawings, recognize errors, and maintain detailed schedules.
  • Proficiency in Office 365, CAD / CAFM, and Microsoft Project.
  • Experience in managing large-scale development projects and leading cross-functional teams.
  • Knowledge of construction contract law, public tendering practices, and regulatory compliance.
  • Experience working with First Nations communities is valued and considered an asset;
  • A combination of education, training, and experience may be considered.
  • Ability to travel between campuses and occasionally throughout the lower mainland.
