The Minister of Finance is responsible for the Liquor Act, the Cannabis Act, and related policies and regulations. The Department of Finance, through its Corporate Policy team, leads many aspects of the government’s approach towards these products, in particular by developing related policies and legislation, supporting the Nunavut Liquor and Cannabis Board, overseeing cannabis licensing, and helping develop and deliver educational material and other programming in support of responsible choices.

Reporting to the Director, Corporate Policy, the Manager, Liquor and Cannabis (Manager) contributes to this work in three key ways:

  1. Provides expert analysis and advice to senior management and the Minister on matters related to liquor and cannabis, including developing new policies, regulations and legislation related to liquor and cannabis, reviewing existing policies and legislation, and participating in federal, provincial and territorial committees on liquor and cannabis matters, and overseeing the department’s strategic priorities related to liquor and cannabis;
  2. Liaises with key stakeholders (the Nunavut Liquor and Cannabis Board, the Nunavut Liquor and Cannabis Commission, Alcohol Education Committees, municipalities, licensees, other jurisdictions, law enforcement, etc.) on matters related to liquor and cannabis;
  3. Supports, in a leadership role, the development and delivery of the Government of Nunavut’s overall messaging and activities to promote informed choices related to these products (social responsibility).

The Manager also supports the Board and the Superintendent of Cannabis Licensing in various ways, and working closely with the Chief Inspector, undertakes enforcement activities to promote compliance with legislation. The Manager also supervises, mentors and guides a Legislative Specialist/ Senior Policy Analyst in the development of liquor and cannabis policy and legislative initiatives to address the priorities and strategic direction of the department.

The Manager ensures liquor and cannabis policies, licensing, enforcement and other regulatory activities are aligned with statutes, and with the Chief Inspector, plans and directs the work of staff and contract inspectors. The Manager also promotes the effective operation and decision-making of the Department; oversees plebiscites relating to community control of liquor; carries out expenditure management and budgetary planning activities; and manages staff.

The knowledge, skills, and abilities required for this job are usually obtained through an undergraduate Degree in Public Administration, Business Administration, Political Science, Human Resources or a related field from a recognized university, plus three (3) years of experience developing and analysing public policy and programs in a large organization or government setting, including one (1) year management experience in government or private sector or the upper management level of a community government, or an acceptable equivalent.

This is a Position of Trust and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
