2024 Salary Range : $138,097 - $162,467

  • The current collective agreement expires on December 31, 2024. Wages are subject to negotiated adjustments through collective bargaining.
  • The position of Manager Infrastructure was assigned a tentative salary Grade H on the previous SOA salary grid, and accordingly will be subject to a final review under the revised job evaluation tool, which will result in the position being assigned a new grade and placement on the revised salary grid.

POSITION PURPOSE

To maintain responsibility for the overall management and leadership of the entire WRPS and ESCO environment, maintaining the effective and efficient operation of the Service’s technical infrastructure, including data, network, and server related services, and for the implementation, maintenance, and compliance monitoring of industry accepted operations, management, and planning processes and establishment of corresponding process measurement systems.

MAJOR DUTIES & RESPONSIBILITIES

  • To manage the design, development, implementation, installation, configuration, security, backup, maintenance, support, and enhancement of the Corporate Network, to the operation of the Police Services integrated corporate software.
  • Manages the design, development, implementation, and enhancement of the ESCO data centre and networks and the provision of information systems support to all users,
  • Attends and OACP-ITand OACP-IT Security, Senior Leadership meetings, occasionally chairs meetings with Management group to determine personal computer, Network, Security, and network requirements.
  • Consults with user departments to assist in defining technical, cost, and scheduling requirements for installations and / or enhancements. Prepares reports and makes presentations to senior staff, as required.
  • Prioritizes and schedules projects to coordinate the best use of Information Systems and vendor resources and ensure minimal downtime.
  • Evaluates, selects, and trains in response to new products or services, comprehensive systems analysis, and progressive support methodologies for all NETWORK applications.
  • Develops tools and procedures for daily operational support of LAN users.
  • Supervises staff. Plans, schedules, and assigns tasks of staff. Manages staff calendars; prepares project schedules to be carried out by others.
  • Allocates resources and staff within budgetary limitations.
  • Instructs, trains, and develops staff in specific work methods of procedures, conducts performance appraisals, motivates, disciplines, and participates in the interviewing and selection phases of hiring IT staff.
  • Fulfills departmental requirements in terms of providing work coverage and administrative notification during periods of personnel illness, vacation, or education.
  • Prepares Request for Proposals (RFP) specifications, in conjunction with Purchasing and user departments.
  • Participates in the evaluation of vendor proposals and provides recommendations for vendor proposal acceptance.
  • Ensures that all corporate systems are functioning, and that system integrity is maintained.
  • Analyzes and monitors systems hardware and software performance and makes modifications to enhance performance.
  • Evaluates new hardware, network software, and connectivity options for the NETWORK- network and server-related requirements.
  • Responsible for all aspects of Cloud services implementations, daily management objectives and future growth.
  • Develops and implements strategies and projects in response to user and system performance for operating systems; applications; connectivity; voice applications; and hardware platforms
  • Installs, configures, and monitors hardware and operating systems for the WRPS and ESCO Data and Voice networks.
  • Administers the corporate security policy; develops rights, security, and access strategies for corporate access and software.
  • Recognizes and identifies potential areas where existing office automation system policies and procedures require change to support future business expansion.
  • Supports corporate hardware and software by providing in-house maintenance from external companies, including the negotiation of maintenance agreements and contracts.
  • Manages the storage of confidential information on both networks in accordance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
  • Defines, develops, and implements the ESCO’s network and associated training needs.
  • Participates in new and expansionary WRPS and ESCO projects with budget recommendations, requirement definition, vendor selection, implementation, and post cut-over support.
  • Assumes some duties and responsibilities of the Director, Information Technology in the absence of that incumbent.
  • Performs other related duties as assigned.

SKILL

  • Bachelor of Science or Bachelor of Arts degree in computer science, engineering, mathematics, business administration or combination of equivalent education and experience.
  • At least Five (5) years of work experience in the Information Technology field with demonstrated experience designing and developing long-term computing strategies.
  • Three (3) years managing people, resources, and budgets; experience supervising the work of others, preferably in the hiring, performance development and training of staff members,s is required.
  • Comprehensive knowledge of office automation, configuration, and maintenance of network and server environments, comprehensive systems analysis and progressive support methodologies for all applications. Comprehensive knowledge of personal computer technologies including ORACLE, SQL, and Windows Operating Systems; demonstrated ability to use a word processing package, spreadsheet and presentation graphics software, normally acquired through the attainment of a
  • Well-developed interpersonal, coaching, planning, negotiating, oral and written communication skills,
  • Exceptional analytical, organizational, decision-making making and leadership skills, proven track record co-coordinating multiple projects under stringent deadlines.
  • Proven knowledge in communications systems including voice, VOIP and other related PBX technologies.
  • Demonstrated ability in Business Analysis & Service Level Management, Technology Architecture, Cloud Infrastructure, Project Management, Systems Hardware and Software, Telecommunications, IT Service management Support Processes, IT / IM Security Management, IT / IM Strategy and High Level Architecture, IM / IT Policies and Standards, Knowledge Infrastructure, New Software and databases, Existing Software applications & databases, Delivery Platform (Processors, NETWORKs, LANs), and a client service orientation.
  • Advanced project management knowledge and experience on specific information technology projects (ESCO workstation, Niche, RMS, CAD, CPIC) encompassing multi-agency projects and other policing agencies outside the ESCO group.
  • Ability to fine-tune, maintain and upgrade all aspects of office automation system generation.
  • Ability to monitor and report office automation system performance and usage.
  • Ability to develop and maintain office automation system problem analysis and resolution techniques.
  • Ability to analyze and resolve office automation system problems quickly and efficiently.
  • Extensive knowledge and understanding of process automation, interfacing protocol and technology in relation to the Records Branch policies and procedures as impacted by the integration of CAD, RMS, PARIS, Uniform Code Reporting (UCR) Stats Canada coding, ICON, ESCO police service partners with the police information technology systems.
  • Knowledge of e-mail and Dictation systems required as related to systems integration.
  • Ability to acquire knowledge of Waterloo Regional Police Service practices, policies and procedures as well as related provincial and federal legislation
  • Ability to express complex technical concepts effectively, both verbally and in writing.
  • Judgment, problem solving, analytical, technical, research and assessment skills required to identify problems, evaluate alternatives, develop solutions, and perform program tests to evaluate tests and program documentation and resolve complex problems.
  • Ability to apply information from technical references, periodicals, and seminars to maintain technical knowledge. Ability to collect, interpret, analyze, and apply knowledge related to market conditions and information technological changes.
