Manager, Information Management

Reporting to the Director, Legislative Services & Regional Clerk, the Manager, Information Management (IM) oversees all aspects of records and information management across the organization. The Manager works with the Director and Regional leadership to implement the Enterprise Information Management strategy, and provides leadership and oversight of the collection, access, use, security, retention, disposition, preservation and overall management of the Region's information assets. The Manager uses innovative approaches to Information Management that improve the experience for Regional staff while preserving the integrity of the Region's corporate records.

The incumbent will:

  1. Lead the development, implementation, and continuous improvement of corporate IM strategies, policies, and systems
  2. Develop standards, recommendations, best practices, and operating guidelines for corporate records
  3. Collaborate with the Information Technology team to evaluate and implement electronic records solutions (Electronic Document Management, Enterprise Content Management systems)
  4. Manage the work, performance, and development of the IM supervisor and staff, and provide ongoing direction to the IM team for the implementation of the Corporate Classification Scheme and Records Retention policies
  5. Work with the Director and IM team on new Information Management initiatives, programs, and services
  6. Develop the Region's archival program to collect and care for records that depict the history of Durham Region
  7. Attend Council, Committee and senior leadership meetings as a subject matter expert and program resource, providing advice and recommendations

The successful applicant will possess:

  1. A degree in Records/Information Management, Business Administration, or a related discipline
  2. Certified Records Manager or Certified Information Professional designations are an asset
  3. A diploma in Municipal Administration, Public Administration, or completion of the Municipal Administration Program is an asset
  4. Extensive experience leading the delivery of paper and electronic records and information management systems, ideally in a municipal environment
  5. Experience supervising staff in a unionized environment
  6. Demonstrated experience in business function, records analysis, and records management systems
  7. Demonstrated understanding of municipal, provincial, and federal laws and regulations concerning information management, including the Municipal Act and related regulations
  8. Sound knowledge of the principles of adult education, training and development, change management, risk management technologies and an understanding of information systems
  9. Sound policy and technical research skills
  10. Strong verbal, written and interpersonal communication skills with the ability to communicate complex, legal and technical information to a wide variety of audiences
  11. Ability to develop and deliver work plans to achieve Corporate and Departmental objectives
  12. Proven analytical, problem solving, and negotiation skills
  13. Strong planning, budgeting, project, and time management skills

Management & Exempt Salary Grade 7

Salary: $115,950 to $144,938 per annum
