Commissionaires Ottawa is seeking an experienced and driven Manager, HR Programs & Compliance to lead our HR program portfolio, enhance compliance frameworks, and champion employee-focused initiatives.

What you will be doing…

This position plays a pivotal role at the intersection of strategic program development and organizational compliance. Reporting to the CHRO, the Manager is responsible for the design, implementation, evaluation, and continuous improvement of both employee-centric and compliance-driven HR programs. From onboarding and employee recognition to Employment Equity and AODA requirements, the Manager ensures programs are aligned with operational priorities and evolving legislative landscapes.

The ideal candidate brings both analytical rigor and creative insight to reimagine how HR programs are delivered and experienced across the organization. A strong communicator and project manager, the Manager proactively identifies risks, monitors emerging legislation, and drives timely policy updates while fostering program visibility and stakeholder engagement. This is a high-impact role that requires balancing long-term strategy with daily execution, all while supporting a culture of accountability and inclusivity.

Some of your responsibilities include…
  • Lead the design, implementation, and continuous improvement of HR and compliance programs, including recognition, onboarding, awards, Employment Equity, Pay Equity, and AODA
  • Coordinate with internal stakeholders to align programs with business needs and ensure consistent delivery across departments
  • Monitor compliance metrics, maintain audit-ready documentation, and ensure programs are responsive to legislative and policy changes
  • Develop communication tools, templates, and program materials that support clarity and awareness across the organization
  • Track participation and program outcomes, using data to inform enhancements and demonstrate impact
  • Maintain centralized tracking systems, reporting dashboards, and knowledge resources to support governance and transparency
  • Contribute to audits, risk assessments, and special projects related to HR modernization and strategic compliance

What You Bring

Education & Credentials

  • Post-secondary education in Human Resources, Business Administration, Industrial Relations, Legal Studies, or a related field
  • CHRL designation preferred (or in progress)
  • An equivalent combination of education and directly related experience may be considered

Experience

  • Minimum 5 years of progressively responsible experience in HR, compliance, or program management
  • Proven experience managing HR programs and compliance frameworks
  • Demonstrated ability to balance structure and adaptability in a fast-paced, evolving HR environment

Knowledge

  • In-depth understanding of employment legislation including the ESA, AODA, Pay Equity Act, Human Rights Code, and PIPEDA
  • Demonstrated ability to interpret legislation, assess organizational impact, and lead policy updates or the creation of new policy frameworks
  • Experience managing compliance programs and translating legal requirements into operational procedures
  • Familiarity with HR program lifecycles and internal governance practices
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and experience with HRIS or tracking tools

Skills & Abilities

  • Exceptional written communication skills, with experience drafting policy documents, compliance summaries, and staff-facing education materials
  • Strong organizational skills and attention to detail, with the ability to manage competing priorities and tight deadlines
  • Sound judgment and analytical thinking when navigating complex or evolving legislative issues
  • Effective collaborator who can work independently while coordinating with cross-functional teams
  • Discretion and professionalism in managing confidential and sensitive information
  • Adaptable and proactive with a continuous improvement mindset in compliance-driven environments
  • Proficient in English; bilingualism in French is considered an asset

Other Requirements

  • Must be eligible for and able to obtain and maintain a Government of Canada Secret security clearance
