JOB SUMMARY

Reporting to the Senior Director, Corporate Services, the Manager, Human Resources (HRM) is tasked with the strategic leadership, management and administration of Human Resources. This incumbent is responsible for providing high quality advice and service for the human resources function at Inuit Tapiriit Kanatami (ITK). This includes meeting the accepted professional standards for human resource management in Canada, as well as complying with relevant labour, human rights and employment legislation; develop and implement fair, valid, job-related employment practices for all applicants and employees; promote and encourage advancement opportunities within ITK; encourage the use of Inuit languages and incorporate as appropriate Inuit traditions, culture, beliefs and diversity in the course of carrying out day to day activities in the work place. The HRM will oversee the development, updating and implementation of ITK’s human resources policies and develop corresponding procedures to guide managers and employees in understanding and operating within the framework of the human resources policies.

While this position reports to the Senior Director, the incumbent collaborates with all other departmental staff to successfully achieve operational and administrative Human Resources goals. The Manager has one direct report: Human Resource Manager Trainee. As it relates to this direct report, the incumbent performs supervisory duties including directly assigning work mentorship and assessing employee performance.

KEY ACCOUNTABILITIES

  • Providing strategic leadership, administration, management and oversight of ITK’s Human Resources.
  • Establishing goals, objectives and performance indicators for Human Resources and evaluating the delivery on expected results, identifying strategies to improve the overall efficiency and effectiveness.
  • Providing advice, interpretations, and directions on issues and questions relating to human resources guided by ITK’s Human Resources Policies and Procedures Manual, relevant labour, human rights and employment legislation and other applicable legislation, directives, policies, procedures etc.
  • Providing advice, guidance, clarification, and general insight on HR matters raised by staff across the organization.
  • Establishing goals, objectives and performance indicators for the Human Resource Department and evaluating the delivery on expected results, identifying strategies to improve the Departments overall efficiency and effectiveness.
  • Developing strategic plans for overall human resources department

RECRUITMENT AND SELECTION

  • Oversight of the overall recruitment and selection process.
  • Providing guidance to the Human Resource Manager Trainee with the day to day recruitment and selection responsibilities.
  • Preparing job descriptions and ensuring all are kept up-to-date.
  • Identifying opportunities to gather Inuit specific interest and candidates.
  • Consulting with hiring managers regarding hard to-fill vacancies.
  • Researching & implement effective hiring practices.
  • Attending job fairs and trade shows, promoting ITK.

POLICIES AND PROCEDURES

  • Implementing and administering HR policies
  • Assisting in the review of HR policies and drafts new or updates existing policies as required for approval.
  • Examining internal polices, researching existing policies & procedures, & make recommendations
  • Reviewing drafts & sending them for final approval.

TRAINING AND DEVELOPMENT

  • Oversight of the overall training and development process
  • Preparing training for directors on HR processes
  • Providing guidance to the Human Resource Manager Trainee with the day to day training and development responsibilities
  • Providing guidance to the Human Resource Manager Trainee in reviewing training and development requirements and identifying courses, workshops, etc. across the organization and individually.
  • Providing guidance to the Human Resource Manager Trainee in preparing staff training & development plans

OCCUPATIONAL HEALTH AND SAFETY

  • Oversight of the overall occupational health and safety (OHS) program.
  • Providing guidance to the Human Resource Manager Trainee with the day to day OHS responsibilities.
  • Ensuring legislative compliance with regards to the Ontario Health and Safety Act.
  • Working with ITK management to develop wellness initiatives, strategies and programs.

HR PROGRAM MANAGEMENT ADMINISTRATION

  • Tracking and reporting on key HR metrics information: turnover, length of tenure, leave management, etc.
  • Working with Finance, ensures that ITK’s benefits program supports the needs and requirements of the organization.
  • Administering and managing the annual performance review process and ensuring the return of completed performance review documents.
  • Administering the ITK’s Compensation Program, ensuring that new employees are hired at the appropriate starting rates, and that employees progress through the ranges in a fair and equitable manner.
  • Completing external surveys on behalf of the organization as required.
  • Drafting HR-related letters, presentations, surveys, forms, etc. for approval.
  • Processing documents and pay adjustments as well as drafting and processing letters.
  • Participating in employee relations meetings, recording staff disciplinary meetings and providing guidance on next steps.
  • Providing advice and support to management in staff relations, providing guidance in human resources.
  • Updating knowledge on the software requirements on Bamboo as the administrator for the software.
  • Participating in special HR projects, as required.

REPRESENTATION AND RELATIONSHIPS

  • Tact and discretion must be used at all times in liaising with employees, directors, external candidates, contractors, and other stakeholders.
  • Communication skills, time management and organization skills.
  • Sensitive employee information must be treated appropriately.
  • Discretion and confidentiality are mandatory. The incumbent will frequently be asked to handle sensitive information

QUALIFICATIONS

KNOWLEDGE AND SKILLS

  • Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset);
  • Knowledge of human resources processes and best practices.
  • Experience working with tight deadlines and project schedules.
  • Ability to interact well with others and participate in challenging discussions with both employees and management.
  • Excellent interpersonal communications (both with internal and external contacts) and approachable.
  • Excellent organizational skills and ability to prioritize and problem solve.

EXPERIENCE

  • 5 + years experience in human resources.
  • Experience supervising employees.
  • Experience working with HR Databases (e.g. BambooHR)
  • Experience handling confidential information.

EDUCATION

  • Bachelors degree in HR or a Bachelors degree in a related field
  • A CHRO or CHRL designation

OTHER INFORMATION

  • Work is very complex, often managing several important projects concurrently;
  • Most of the work is done in an office environment.
  • Incumbent is provided a great extent of latitude in making project decisions;
  • Makes project and program recommendations to the Senior Director and ITK Senior Leadership;
  • Operational direction is provided by the Supervisor;
  • Could undertake extensive travel and meetings;
  • Consequence of error will impact on operational success;
  • Intensified timelines when workload is large; and
  • Frequent short notice deadlines.
