Prairie Mountain Health is seeking an experienced Manager Health Information Services to lead and coordinate its health information programs across acute, long-term care and community settings. The role focuses on data quality, coding, privacy, and the transition to electronic records.

The incumbent will act as Privacy Officer, oversee policy development, and guide staff through CQI-driven improvements while aligning with organizational vision and values.

Qualifications

  • Graduate of Health Information Management program and CHIMA certification.
  • Minimum several years of management experience in health care settings.
  • Solid knowledge of health information legislation and privacy acts.
  • Experience with CIHI standards, data analysis, coding and abstracting.
  • Experience with EHR implementation and management preferred.

Responsibilities

  • Coordinate, implement, evaluate and operate the Health Information Services program.
  • Provide leadership in Data Quality, Coding, Records Processing and Transcription.
  • Ensure privacy, security and confidentiality of health information.
  • Act as Privacy Officer and manage privacy breaches with investigations.
  • Develop policies and procedures; plan professional development for staff.
  • Collaborate with clinical programs to enhance data quality and data flow.
  • Oversee system integration and transition from paper to electronic records.

Job description

Qualifications
  • Graduate of Health Information Management program
  • Certification with the Canadian Health Information Management Association.
  • Three (3) Years of Management experience in a Health Care setting.
  • Proven knowledge of Health Information Management and Client-Patient Registration Practices in Acute, Long Term Care and Community Settings.
  • Excellent understanding of health information legislation including the Personal Health Information Act, the Mental Health Act and the Freedom of Information and Protection of Privacy Act.
  • Demonstrated knowledge of CIHI products and standards, data analysis, coding and abstracting, case mix groupings and resource intensity weights.
  • Knowledge and experience working with electronic health records implementation and management is preferred.
  • Province of Manitoba Class 5 Drivers License, and access to a personal vehicle to provide service within the Prairie Mountain Health
  • Demonstrated leadership and managerial ability.
  • Demonstrated written and oral communication skills.
  • Demonstrated experience in employee and labour relations.
  • Demonstrated experience in initiating changes and improvements, including skills in workplace re-engineering within a Continuous Quality Improvement (CQI) environment.

Position Summary

The Manager Health Information Services shall be accountable to the Regional Manager Health Information Services and is responsible for the coordination, implementation, evaluation and operation of the Health Information Services Program within Prairie Mountain Health.

Responsibilities
Overview
  • Responsible for the safe administration and operation of Health Information Services within an assigned district of Prairie Mountain Health.
  • Provides leadership and expertise as it relates to Data Quality/Coding, Records Processing and Dictation/Transcription.
  • Provides support as it relates to health information services in Acute, Long Term Care and Community Programs with an emphasis on establishing continuity and maintaining appropriate health information management practices and services within an assigned district of Prairie Mountain Health.
  • Oversees the collection and maintanenace of health information while ensuring the integrity, security and confidentiality of the information.
  • Acts as a designated Privacy Officer for PMH
  • Collaborates with investigation and management of Privacy breaches
  • Acts as a resource on matters related to privacy and access of personal health information for PMH
  • Participates and/or oversees the transformation of clinical data to useful health information and statistics for planning, management and research.
  • Works with all clinical programs to create processes and standards to ensure data quality and data flow.
  • Provides support for the integration of systems and replacement of the paper-based processes and records with Electronic Health Records.
  • Monitors appropriate financial, human resources, equipment and environmental issues of Health Information Services within an assigned district of Prairie Mountain Health.
  • Oversees the development of policies and procedures related to Health Information Services.
  • Instrumental in the planning and development of a sustainable Health Information Services program.
  • Participates in portfolio/facility/regional team structure.
  • Develops and maintains functional relationships with other departments/programs.
  • Plans for continued professional development of staff and self.
  • Promotes positive public relations.
  • Operationalizes Prairie Mountain Health’s Vision, Mission and Values statements.
  • Promotes the quality dimensions of access, safety, effectiveness and satisfaction in the provision of Prairie Mountain Health’s services.
