The Financial Planning, Analysis & Reporting team’s mission is driving business excellence to support Healthier Children. Our team is responsible for various aspects of the FPA&R function including financial reporting, compensation planning & analysis, annual operating planning & budgeting process, multi-year financial forecasting, ministry funding, external reporting, financial and statistical data reporting to the ministry, benchmarking analysis, and the development of tools and reporting. The Manager, Funding & Ministry Reporting reports to the Senior Manager, Financial Planning, Analysis & Reporting, and will be responsible for financial management and responsibility for the Ministry of Health and Long-Term Care (MOHLTC) and Ontario Health (OH) interpreting, triaging of funding letters, funding tracking, monitoring & associated accounting and reporting; lead and overseeing all external reporting to MOHLTC, Ontario Health agencies, Ontario Hospitals Associations (OHA), etc.; working collaboratively with Decision Support, Health Record and clinical leaders for continuous improvement in data integration, and data quality and ensure we are compliant with the Ontario Healthcare Reporting Standards (OHRS) requirements.

Here's What You'll Get To Do:
Ministry Funding, Accounting & Reporting
  1. Receives, reviews and actions all funding correspondence from the Ministry.
  2. Responsible for review of all Ministry funding reconciliations to ensure all relevant costs are accounted for in the submission.
  3. Reviews and oversees the financial accounting, reconciliations and reporting for all Ministry-related fund accounts including cash flow and co-ordination of audits when required.
  4. Responsible to monitor and report on HSAA indicators.
  5. Responsible for analyzing and interpreting results impacting the Hospital’s performance and funding including Quality Based Procedures (QBP) and Health Based Allocation Methodology (HBAM).
  6. Develop an in-depth understanding and knowledge of the funding model, i.e. Growth & Efficiency Model (GEM) & provide analysis on the Impact Analysis when the workbook is available.
  7. Identify the key drivers and opportunities to improve the funding position for the hospital.
  8. Responsible for tracking all MOH Funding letters and overseeing the documentation for education, training, and process for each reporting requirement. Facilitate the working group, when required, for new reporting requirements with the key stakeholders (i.e., Epic reporting team, Decision Support, Health Record, clinical leaders).
  9. Participate in projects, task groups, initiatives and committees as required to provide financial and business expertise on MOH funding.
External Reporting
  1. Plan, lead, and manage the process for all External Reporting.
  2. Responsible for reviewing all external reports to ensure they are completed with the highest accuracy.
  3. Liaison with external reporting agencies to ensure a clear understanding of the reporting timeline, process, and standards.
  4. Coordinate work collaboratively with Manager Planning & Analysis and Senior Finance Business Partners with the preparation and/or review of Annual Planning Submissions, including the Hospital Annual Planning Submission (HAPS) and Community Accountability Planning Submission (CAPS).
OHRS/Statistical Reporting & Data Quality
  1. Overseeing and responsible for accurate and timely submission of the quarterly Trial Balance to the Ministry of Health and Long-Term Care (MOHLTC).
  2. Lead and coordinate SRI submission of hospital quarterly reports, community quarterly reports.
  3. Responsible to work closely with Decision Support, Health Record, and clinical leaders, identifying opportunities, proposing recommendations, and implementing action plans to optimize the processes, improve data quality of data submission, especially charted data.
  4. Conduct data quality audits to ensure all Ontario Healthcare Reporting Standards (OHRS) requirements are met.
  5. Provide advice and recommendations to the Hospital Operations Finance team and/or functional areas in the appropriate treatment of transactions in compliance with OHRS and GAAP.
  6. Participate in the Data Quality Working Group within and outside of the hospital.
Others
  1. Managing a team of 2 Senior Financial Analysts.
  2. Manage all aspects of human resources, including recruitment and performance management of direct reports.
  3. Provide leadership in team planning, coaching, development, implementation, and evaluation.
  4. Develop and provide education/training materials on MOH Funding, OHRS, External Reporting Process to the team and management.
  5. Build relationships with peer hospitals’ colleagues, MOHLTC and Ontario Health representatives to remain current on industry best practices and emerging issues.
Here's What You'll Need:
  1. Progressive experience in finance and related experience in the healthcare industry or similar settings.
  2. Recognized accounting designation (CPA, CMA, CA or equivalent).
  3. Familiarity with Ministry funding methodologies such as GEM, Provincial programs, and CCO.
  4. Knowledge of Ontario Healthcare Reporting Standards (OHRS).
  5. Excellent organizational, analytical, and problem-solving skills.
  6. Ability to understand the business, navigate complexity, able to work with ambiguity, and manage multiple stakeholders.
  7. Strong organizational, written, and verbal communication skills.
  8. Ability to multi-task with strong attention to detail within a fast-paced environment with changing priorities.
  9. Strong interpersonal skills and proven ability to successfully establish relationships.
  10. Adherence to confidentiality policy for sensitive financial and clinical information.
  11. Demonstrated commitment and actions in advancing equity, diversity, and inclusion objectives.
Assets
  1. Experience with PeopleSoft, Workday Adaptive Planning, Power Query, Power BI and Qlikview an asset.
  2. Excellent computer skills with a strong knowledge of Microsoft Office (Word, Excel, Access, PowerPoint) and experience with larger database and reporting tools.
  3. Working in a high-paced environment with multiple deadlines.
