Overview

Our Finance Division has a rewarding opportunity for a full-time Manager - Financial Reporting to join our team.

Our Finance Division provides financial services such as banking, accounting, investments, debt analysis, financial reporting, revenue processing and accounts payable. We are responsible for the City’s capital & operating budgets, and consolidated financial statements. Financial reporting is an important function that promotes transparency and ensures the City remains accountable to both internal and external stakeholders, including Council and property taxpayers. It provides a clear view of how public funds are managed, supports informed decision-making, and reinforces public trust in municipal operations.



The Opportunity

Reporting to the Director of Finance, you will be responsible for the oversight and coordination of the municipality’s financial reporting functions, including the preparation of annual consolidated financial statements in accordance with Public Sector Accounting Standards (PSAS), internal/external financial reporting, external funding applications, financial disclosures and the coordination of external funding applications. The Manager plays a key leadership role in ensuring accuracy, accountability, and transparency in financial reporting, while also supporting strategic financial planning, internal control and policy development, grant administration, and performance monitoring across departments. The role contributes to the continuous improvement of financial processes and the effective delivery of municipal services.

The Ideal Candidate

The ideal candidate will have the following:



  • Degree in business administration, commerce, mathematics, or a related discipline together with a professional accounting designation and a minimum of five years’ progressively responsible management experience in municipal finance or business management; or

  • Diploma in business administration or a related discipline together with a professional accounting designation and a minimum of seven years’ progressively responsible management experience in municipal finance or business management

  • Knowledge of regulations/legislation and processes related to financial reporting for local governments, generally accepted accounting principles for the public sector as prescribed by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada

  • Ability to establish and maintain effective working relations with members of City Council, private and public officials, direct reports, co-workers and the general public

  • Ability to think and act strategically in the public sector environment, including the ability to conceptualize and implement departmental change strategies

  • Excellent project/time management, analytical/critical thinking, problem-solving and decision-making skills

  • Strong leadership skills including the ability to direct, motivate, evaluate and recognize staff; proven ability to share skills and knowledge with others

  • Proven acumen in business and financial management, with the ability to improve sectional effectiveness and efficiency through the management and utilization of human, financial and physical resources
