As an integral member of the Finance team and reporting to the Director of Finance Planning & Budgeting the Manager of Budgeting and Planning leads budgeting forecasting long-term planning implementation and strategic business analysis for the financial team. They work with senior management including VPs directors and managers to conduct financial analysis modeling forecasting and the development of business plans. They are adept at analyzing strategizing and making recommendations and they develop the monthly and quarterly financial packages for senior management to inform and facilitate decision-making. They possess deep knowledge of the managed sub-function and supervise and develop a team that provides similar support to portfolios often exceeding 1000 staff. The Ontario Health organizational budget exceeds $30.5 billion.

Here is what you will be doing :

Lead the preparation and analysis of monthly and quarterly reports for Business Review meetings the Executive Leadership Team Board of Directors and key funders such as the Ministry of Health.

Develop financial dashboards for various stakeholders to highlight key trends within portfolio groups and provide strategic decision support through analysis of results KPIs and opportunities for improved financial and operational performance.

Manage budgeting forecasting and financial analysis for multiple portfolios totaling up to $27B.

Establish processes and internal controls to minimize risk and ensure compliance with Ontario Health policies Ministry directives and legislative requirements aligning with the organizations strategic goals.

Deliver high-quality timely and accurate reporting with insightful analysis to support decision-making and achievement of segment and functional targets including risk and opportunity identification.

Ensure presentations effectively communicate key messages to Senior Management and the Board of Directors.

Collaborate with portfolios to develop financial models that support the financial viability of new programs and the sustainability of existing initiatives.

Enhance cross-functional collaboration with departments such as Human Resources Procurement and Legal to ensure financial oversight of agency positions procurement assessments and contract reviews.

Develop and implement new business performance indicators including financial metrics for internal and external reporting. Partner with business leaders to define and report on operational performance measures.

Prepare business cases and provide strategic funding advice including evaluation of new funding models.

Lead and support the transition to a unified ERP system acting as a Change Catalyst by engaging and coordinating with stakeholders to ensure successful integration of transferred agencies. Collaborate with Financial Reporting HR and Procurement to optimize controls and processes.

Implement and maintain systems and procedures that ensure effective budgetary control and provide actionable recommendations.

Drive automation of financial reports in collaboration with IT and other stakeholders continuously seeking opportunities to enhance tools and processes.

Oversee the final review and submission of financial reports to external stakeholders including the Ministry of Health.

Create clear and concise executive presentations that distill complex topics often under tight deadlines.

Provide leadership and direction to staff ensuring effective team performance.

Perform cross-functional duties as assigned including providing backup support when needed.

Ensure robust internal controls are in place to mitigate fraud risks and regularly review and update controls to maintain compliance.

Foster a culture of ethics and integrity encouraging open discussion of fraud-related concerns without fear of reprisal.

Here is what you will need to be successful :

Education and Experience

Undergraduate degree in business administration finance or equivalent subject.

Designation of Chartered Professional Accountant (CPA) is required.

6-8 years experience in financial management reporting and analysis (FP&A) capacity.

Knowledge and Skills

Strong business acumen with the ability to grasp complex concepts and articulate a broad strategic perspective.

Demonstrated leadership in achieving departmental project and individual goals.

Proven management and leadership skills with a track record of leading teams both with and without direct authority.

Ability to apply deep understanding of business issues to deliver knowledgeable and insightful analysis.

Skilled in planning and organization with the flexibility to adapt to change and perform under pressure and competing priorities.

Exceptional written and verbal communication skills with the ability to tailor messages for diverse audiences including senior executives and non-technical stakeholders and to handle challenging budget-related discussions.

Strong interpersonal skills with the ability to build relationships and maintain strong partnerships with stakeholders across the organization.
