Job description

Temporary Maternity leave coverage – 18 Months

JOB SUMMARY

Reporting to the Director of Finance and Administration, the Manager, Finance and Administration, is responsible for managing the finance and administrative functions, ensuring services are aligned with ITK’s needs.

The Manager leads a team of staff that work collaboratively within the department and across the organization to deliver financial and administrative services to all departments and stakeholders, as needed.

The Manager oversees the production of financial information and ensures all necessary administrative functions are in place to ensure success of projects and ITK departments.

KEY ACCOUNTABILITIES

FINANCIAL MANAGEMENT

  • Assist the Director in the analysis and communication of monthly and annual financial statements and reports
  • Assist the Director in coordinating and leading the annual audit process and liaise with external auditors, in conjunction with the Senior Finance Officer
  • Assist the Director in leading annual budgeting and planning process in conjunction with the Senior Finance Officer
  • Lead the review of relevant financial plans and budgets
  • Lead the process of managing organizational cash flow and forecasting.
  • Lead the review and implementation of any necessary changes to ensure a robust financial management / reporting system and all necessary business policies and accounting practices
  • Assist the Director in conducting adequate financial planning, analysis, forecasting, and developing scenarios to inform decision making, and formulating advice on key directions and options for development.

ADMINISTRATION

  • Manage the overall administrative functions to ensure efficient and consistent operations
  • Assist the Director with the working relationships with all external partners including third-party vendors and consultants
  • Assist the Director in the review of Finance and Administration policies and drafts new or updates existing policies as required for approval
  • Maintain working relationships with all project leads and managers
  • Perform other tasks as requested by Director

HUMAN RESOURCES

  • Supervise all Departmental staff except for the Director
  • Assist in the planning and assigning of responsibilities and authority to Department staff for the management of specific programs, projects and tasks as required;
  • Assist in the reviews of departmental job descriptions when necessary;
  • Assist the Director in training, developing and evaluating of subordinate employees in accordance with the policies of the organization and best human resources practices.
  • Provides advice, coaching and mentoring to staff;
  • In collaboration with the Director, determine individual training and development plans for all direct reports.
  • In consultation with the Director, conduct quarterly staff reviews and annual performance appraisal reports for all direct reports,

AUTHORITY

  • The Manager, Finance and Administration will have authority to approve relevant invoices and claims which are consistent with approved budget(s) for selected projects;

REPRESENTATION AND RELATIONSHIPS

  • Represent ITK, as a staff member of ITK, in meetings and conferences or on committees and working groups among multi-stakeholder audiences (partners of ITK, Inuit regional land-claim organizations, government departments, NGOs, etc.)

Performs other duties as assigned by the Director.

QUALIFICATIONS

KNOWLEDGE AND SKILLS

  • All aspects of financial processes
  • Financial reporting and analysis;
  • Knowledge of budget management
  • Knowledge of accounting and reporting software, especially Business Central and PowerBI
  • A successful track record in setting priorities and ability to manage competing priorities
  • Ability to take initiative and exercise sound judgement without direction.
  • Excellent communication and relationship building skills with an ability to prioritize, and work with a variety of internal and external stakeholders in a diverse environment
  • Understanding of Inuit committees and organizational structures and how they function; and
  • Excellent computer skills, particularly Great Plains accounting software, Excel, Word and Outlook;
  • Must be culturally sensitive and able to work co-operatively with a variety of individuals and groups;

EXPERIENCE

  • 5-7 years in financial administration with progressive growth in responsibility.
  • Prior responsibility for the quality and content of all financial data, reporting and audit coordination for either a division or significant program area.
  • Experience supervising employees.

EDUCATION

  • A degree in Accounting, Finance or Business Administration with an accounting Designation (CA, CPA), or;
  • Any combination of education and experience providing the required skill and knowledge for successful performance is evident.

OTHER INFORMATION

  • Work is fairly complex, often managing several important projects concurrently;
  • Makes project and program recommendations to the Director;
  • Operational direction is provided by the Director;
  • Consequence of error will impact on operational success;
  • Politically sensitive issues may become stressful;
  • Intensified timelines when workload is large; and
