Reporting to the Executive Director, Iqaluit Health Services, the Manager, Finance (Manager) is the senior financial advisor to the Iqaluit Health Services division. The Manager is responsible for providing financial management advice and support to ensure the division conforms to the Financial Administration Act, the Financial Administration Manual, other applicable government financial policies, procedures, and directives. The Manager advises and assists divisional managers on the development and control of realistic operating budgets structured according to program needs.

The Manager has a significant impact on budget development and control in Iqaluit Health Services. The Manager coordinates the development of a realistic budget that, to the extent possible within existing resources, satisfies program and service delivery needs to the division. The Manager will also train program managers on how to understand and interpret their budgets, enabling them to effectively monitor spending and develop realistic financial forecasts. The Manager is accountable for the overall management of all Health Transient Unit inventory in Iqaluit. Including monitoring of rental payments and recoveries, property maintenance and employee service for those accessing the services of transient units. The Manager will also be working closely with the Director of Corporate Services at headquarters to complete an ongoing analysis of historical expenditure patterns as well as participating as a key member of the team that prepares the annual budget for Iqaluit Health Services. The Manager will be directly supervising and providing professional guidance to the Finance Officer as well as providing information to headquarters finance staff to enable the Department to respond appropriately to questions by the Office of the Auditor General (OAG) during the audit process.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in business, commerce, or related field along with three (3) years of related experience. One (1) year of supervisory experience is also required. Professional designation in either CPA, CMA, CGS or CA would be considered as an asset. This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
