Facilities Management and Development is a service-driven division of Vancouver Island University responsible for planning, developing, operating, and maintaining VIU buildings and grounds in a cost effective, safe, secure, and sustainable manner. Providing stewardship of our buildings and lands, we ensure the VIU experience is welcoming and inclusive for students, staff and those that visit our campuses. Reporting to the Director, Facilities Management and Development (FMD), the Manager, Facilities Services manages the day-to-day activities of the Facilities Services business unit including the administrative and logistics team members. The incumbent is also responsible for providing oversight of external contracts including, but not limited to parking, custodial, and waste removal vendors.
Duties:
- Develop and maintain the vehicle fleet, facilities assets, and safety program within Facilities Services
- Maintain data quality in the Computerized Maintenance Management System (CMMS) and FMD website ensuring they are up to date and operating efficiently.
- Develop and monitor Facilities Services budgets in collaboration with the Director, FMD to ensure the overall goals are met and contribution to the institution is protected.
- Conduct research to inform budget development for the Facilities Services business unit.
- Research, analyze, create and implement systems for reporting and other tools to streamline business processes.
- Provide solution-based recommendations regarding financial health of the business unit and assist in the development of business cases for Facilities Services. Review cost centres monthly and highlight budget concerns.
- Provide support for project oversight, including initiating, monitoring, tracking and reporting approved expenditures associated with various initiatives.
- On call rotation is required.
- Participate in the recruitment and onboarding of staff.
- Liaise with institutional departments and staff where necessary to improve processes and ensure consistency and efficiency within the business unit and the division.
- Participate in the development of strategic plans.
- Participate in VIU committees as identified.
- Act as Director, FMD when assigned
Required Qualifications:
Bachelor's degree in Business Administration or related field. Minimum 6 years' experience at a management level in an institutional facilities services environment. An equivalent combination of education and experience or other extensive management / supervisory / leadership experience may be considered.
- Excellent leadership skills including experience with change management.
- Experience with contract management, lease agreements and developing RFPs.
- Proven experience in project management.
- Strong business acumen, including recognizing stakeholder needs and applying knowledge to resolve business problems
- Proven ability to work with a diverse client base, and effectively build and maintain working relationships with internal and external stakeholders.
- Proven outstanding research and analytical skills in financial and business processes.
- Proven experience in strategic planning and implementing plans to meet specific goals.
- Experience identifying and mitigating risk.
- Demonstrated financial management experience. Proven experience in financial planning, budgeting, and forecasting.
- Experience preparing financial and other reports for management decision-making.
- Excellent, proven customer service skills.
- Ability to work independently with excellent communication skills - both written and oral.
- Proficient skill level in Microsoft and CMMS software.
Preferred Qualifications:
- Experience in a similar role, in a unionized post-secondary or public-sector environment.
- Completion of a Facilities Management Certificate or equivalent.
