Reporting to the Senior Manager, Maintenance and Construction, the Manager, Facilities Maintenance and Technical Services (Electrical Portfolio) provides strategic leadership, operational oversight, and technical direction for the District's electrical infrastructure, power distribution systems, emergency power systems, life-safety systems, technical building systems, HVAC air distribution infrastructure, and roofing-related building envelope assets.
The position is responsible for the planning, maintenance, renewal, performance, regulatory compliance, risk management, and long-term stewardship of assigned assets and technical services supporting educational, administrative, and operational facilities throughout the District.
Through the Sheet Metal Services team, the role also provides stewardship of HVAC ductwork, ventilation systems, indoor air quality support systems, and roofing systems that contribute to facility performance and building envelope integrity.
The position provides leadership through the Maintenance Supervisor, Electrical, Machinists and Sheet Metal Services and is accountable for service delivery, workforce planning, asset reliability, infrastructure renewal, financial stewardship, contractor management, emergency response, regulatory compliance, and continuous improvement initiatives.

- Responsible for stewardship, operation, maintenance, renewal, reliability, and regulatory compliance of District-wide electrical infrastructure, technical building systems, HVAC air distribution systems, and roofing assets supporting over 100 educational facilities and support buildings.
- Contributes to significant operating, minor capital, and infrastructure renewal programs supporting long-term asset management and educational service delivery objectives.
The Manager exercises independent judgement within approved District’s policies, delegated authority limits, and approved budgets.
Responsible for:
- Establishing portfolio-based maintenance priorities and service delivery standards.
- Approving maintenance programs and preventive maintenance strategies.
- Directing emergency response related to electrical infrastructure failures.
- Recommending asset renewal priorities.
- Recommending consultant and contractor utilization.
- Evaluating infrastructure risks and mitigation strategies.
- Supporting workforce and succession planning.
- Providing technical recommendations to District Leadership.
- Provide technical advice to school administrators and District departments.
- Coordinate activities with regulatory agencies and external stakeholders.
- Serve as portfolio technical expert for assigned assets.
- Respond to stakeholder concerns and service requests.
- Promote customer service excellence and continuous improvement.
- Support transparent communication regarding operational priorities and project delivery.
Provides strategic and operational leadership for the Electrical Portfolio to ensure safe, reliable, compliant, and cost-effective operation of assigned infrastructure, building systems, and maintenance services.
- Lead maintenance, repair, operation, and renewal programs.

- Provide technical leadership associated with electrical and technical systems.
- Lead portfolio-based repayable work for the outside agencies.
- Ensure required training and qualifications for staff through compliance and adherence to the best industry practices.
Provides lifecycle stewardship of electrical and technical assets.
- Develop lifecycle replacement strategies.
- Assess assets condition and set assets renewal priorities.
- Identify and mitigate assets’ risks.
- Support capital planning and infrastructure renewal programs.
- Develop business cases supporting assets’ renewal funding through various capital renewal programs.
- Monitor asset performance and lifecycle costs.
Provides technical leadership throughout planning, design, procurement, construction, commissioning, and turnover of infrastructure and capital projects.
- Participate in annual and multi-year capital planning.
- Develop project scopes and technical requirements.
- Review consultant reports and technical designs.
- Support tendering and contractor procurement.
- Coordinate commissioning and asset turnover.
- Ensure maintainability and operational considerations are incorporated into project designs.
- Support integration of completed projects into ongoing maintenance programs.
Ensures assigned assets and programs compliance with applicable legislation, regulations, codes, standards, and District procedures while promoting proactive risk management practices.
- Ensure compliance with BC Electrical Code, WorkSafeBC regulations, Technical Safety BC requirements, BC and Canada Building Codes, and District policies.
- Lead implementation of safe work practices and safety programs.
- Participate in incident investigations.
- Identify and assess operational, regulatory, financial, environmental, and life-safety risks.
- Develop and implement mitigation strategies.
- Participate in business continuity planning and emergency preparedness activities
Provides stewardship of public resources through effective planning, budgeting, forecasting, procurement, and contract management.
- Develop and manage operating budgets.
- Develop portfolio-specific minor capital plans.
- Monitor expenditures and forecast future requirements.
- Manage procurement activities.
- Oversee contractor and consultant performance.
- Develop budget recommendations and business cases.
Provides leadership and direction to supervisory personnel while fostering a safe, respectful, accountable, and high-performing workplace culture.

This position is currently 100% in-person at the Vancouver School Board Workshop (1549 Clark Dr, Vancouver) and will require travelling to various locations within the District.
- Diploma in Electrical Engineering Technology.
- Red Seal Electrician (IP) certification supplemented by post-secondary education in management, engineering technology or facilities management.
- Equivalent combination of education and progressively responsible experience
Professional registration or certification such as P.Eng., AScT, PMP, FMP, CMMP, FSR or related designation is considered an asset
- Minimum seven (7) years progressive experience in facilities maintenance, electrical infrastructure or technical building systems management.
- Minimum three (3) years leadership experience in a supervisory or management capacity.
- Experience managing maintenance operations within a complex institutional, municipal, healthcare, post-secondary or school district environment.
- Demonstrated experience developing operating and capital plans and managing budgets.
- Experience leading unionized workforces and working within collective agreement environments.
- Experience managing consultants, contractors and service agreements.
- Strong understanding of electrical infrastructure and building systems.
- Knowledge of asset management principles and lifecycle planning.
- Excellent project management and organizational skills.
- Strong financial management and analytical abilities.
- Excellent interpersonal, communication and conflict-resolution skills.
- Ability to lead change and organizational improvement initiatives.
- Ability to build collaborative relationships across diverse stakeholder groups.

- Valid BC Driver's License.
The compensation package will be commensurate with the qualifications and experience of the successful candidate. The salary range for the position is $115,967 to $136,432 plus a comprehensive benefits package, including, Municipal Pension Plan, Deferred Savings plan, Extended Health, Dental, Group Life, Long Term Disability, and 4 weeks of paid time off (pro-rated from start date).
