The Opportunity

The Toronto Police Service (TPS) is seeking a transformational leader and outstanding relationship-builder who is highly motivated to drive social change and embrace partnerships in the role of Manager, Equity, Inclusion & Human Rights.

The Manager, Equity, Inclusion & Human Rights is the diversity and human rights subject matter expert; and is responsible for leading a team of experts within the Equity, Inclusion and Human Rights Centre of Excellence (CoE). The Manager will provide the strategic Service-wide vision on diversity and develop innovative evidence-based sustainable solutions.

The Manager will drive efforts around equity, inclusion and human rights strategy and initiative development, implementation, evaluation and ongoing performance. This includes leadership activities which consist of developing best and promising practices for diversity in policing and enhancing bias-free policing through accountability, awareness and capacity-building measures to meet the needs of the organization and members.

Additionally, the Manager will manage the development, administration, maintenance and delivery of various services related to OHRC; AODA; Anti-Racism Act; OHSA Internal Support Networks (ISNs) and other diversity and inclusion initiatives.

What you will do

The Manager will report to the head of Strategy & Transformation Pillar and will partner with other strategically aligned areas within the Service to ensure collaboration / integration cross-functionally while leading and supervising a team of subject matter experts within the Equity, Inclusion and Human Rights unit. The Manager will also provide strategic advice and guidance to Command and senior management with respect to all diversity, equity, inclusion and human rights matters. Additionally, they will :

  • Act as a change agent and provide strategic leadership and subject matter expertise to robust workplace equity, inclusion and human rights strategies, initiatives and processes that support the Service's goals; oversee project / program management in inclusion, diversity best practices, Human Rights Code perspectives and requirements; and lead the on-going leadership and implementation of human rights and equity initiatives in corporate projects.
  • Lead the Centre of Excellence, a research, innovation and evaluation hub, by ensuring the Service is up to date on leading practices in diversity and inclusion, including policing-specific considerations; use benchmarking and networks to share and implement leading practices.
  • Direct the activities of the Equity, Inclusion and Human Rights expert team and provide direction and mentorship to team members; handle operational planning / scheduling and resolution of escalated issues.
  • Lead socio-demographic data collection, analysis and reporting to promote evidence-based practices, accountability measures and monitor trends.
  • Lead research and analysis to identify equity and human rights trends and barriers; compile statistical reports and inform development of effective solutions to address barriers.
  • Champion a culture of diversity and inclusion by identifying improvement opportunities for an inclusive workplace, collaborating with Business Partnerships, Labor Relations, Professional Standards, the College and other sources.
  • Monitor and respond to changes in employee well-being from a diversity and equity perspective; provide updates to Command and Service leadership.
  • Collaborate with People & Culture to design strategies addressing equity and human rights concerns and requirements of Service employees; design practices, procedures, programs and training accordingly.
  • Develop the Service's equity goals and timetables; coordinate strategy implementation; work with Command, Unit Commanders and Managers to ensure goals are understood and executed.
  • Drive equity strategies to reflect the community by supporting Talent Acquisition, People Strategy & Performance, recruitment, talent management, succession planning and promotion for equity-seeking groups; support culture change initiatives and promotional processes.
  • Assist in the development and delivery of equity, inclusion and human rights training in conjunction with the TPS College EIHR Curriculum Specialist.
  • Lead the development of policies, procedures, practices and programs to support equity, inclusion and human rights goals; audit policies to ensure compliance with legislation and Board policy.
  • Ensure the Service promotes and complies with AODA, including accessibility initiatives reflecting community and member needs.
  • Provide guidance to ISNs and ensure they meet their mandate.
  • Develop strategic internal and external partnerships to promote the Service and position TPS as a leader in equity, diversity and human rights in policing.
  • With the Chief Superintendent of Strategy & Transformation, establish objectives and plans for the Equity, Inclusion and Human Rights unit; manage the unit budget and approve expenses; maintain unit processes and policies for continuous improvement.
  • Report to the Chief Superintendent, Strategy & Transformation on performance and risks; ensure adherence to Service policies and standards.
  • Perform other related duties as required.
