The Environmental Services Team of the Department of Public Works plays a pivotal role in advancing infrastructure projects and managing risks to our environment. The team supports the planning, design, and construction of highways, buildings, and other public assets by helping understand and navigate complex environmental regulatory processes. From environmental assessments to permits and approvals, we work to ensure projects meet compliance requirements while minimizing environmental impact.
We have an exciting opportunity for a Manager, Environmental Services, ideal for someone with broad, well-developed technical skills in planning and executing infrastructure projects, especially in navigating environmental regulatory processes.
About Our Opportunity
Reporting to the Director of Highway Engineering and Capital Programs, you will lead a team of engineers and environmental scientists who identify environmental issues and develop solutions to advance infrastructure projects.
The manager is responsible for providing effective management and delivery of environmental design and science services for: provincial major infrastructure projects (highways, buildings, remediation); maintenance and operation of highways and facilities; managing environmental liabilities related to contaminated sites; ensuring compliance with environmental legislation and regulations; and developing policies that support compliance.
Primary Accountabilities
The Manager, Environmental Services, will lead a dynamic team. The successful candidate will be comfortable collaborating, advising, and solving complex, multi-faceted problems.
Key Responsibilities
- Complete environmental screening and studies for major highway and bridge design projects, ensuring compliance with legislation and managing associated conditions of approval.
- Support construction projects, property acquisitions/disposals, and redevelopment activities, including phased environmental site investigations, remediation plans, and regulated material management.
- Maintain a wetland bank and design fish habitat restoration projects as needed. Manage programs for drinking water supplies, including monitoring and system design.
- Oversee contaminated site management, project decommissioning, and procurement of environmental services, including contract management and tendering.
Qualifications and Experience
Completion of a Bachelor's Degree in Engineering plus relevant experience managing people, projects, and contracts. Knowledge of environmental legislation and standards is essential.
Candidates should be licensed (or eligible) as a Professional Engineer with Engineers Nova Scotia; site professional qualification is an asset.
Strong skills in financial, project, and human resource management, along with effective communication, judgment, and problem-solving abilities, are required. Experience working with government and community stakeholders is advantageous.
Assessment methods may include written exams, interviews, and reference checks.

Salary Range: $4,136.98 - $5,171.21 Bi-Weekly
