Workforce Planning and Stability, the Provincial Manager ? Recruitment is a member of the leadership team within the Recruitment, Education and Culture division of Provincial Human Resources at NL Health Services. The Provincial Manager provides leadership and direction to the Recruitment team of NL Health Services, is responsible for the recruitment and selection of qualified, competent and safe health care employees by providing the full continuum of internal and external recruitment services to stakeholders throughout the organization. The Provincial Manager develops strategies and oversees the talent acquisition for short term and long-term recruitment, including agency resources, national and international recruitment activities; establishes policies, best practices, quality and lean processes and technology optimization designed to create consistent practices across the Zones and ensure strategic and effective operations. The Provincial Manager works collaboratively with other members of the Human Resources leadership team, WorkinHealth NL team, leaders within NLHS, Department of Health & Community Services, Department Jobs, Immigration & Growth, union groups, educational institutions, community groups and other internal and external stakeholders to build partnerships and optimize service delivery.Job QualificationsEducationAn undergraduate Commerce/Business Degree with Specialization in human resource management or equivalent is required. Master?s degree in the area of Health Administration, Employment Relations, Business Administration or equivalent would be an asset. Certification as a Chartered Professional in Human Resources (CPHR) or Registered Professional Recruiter is an asset. ExperienceA minimum of five years of progressive management experience in developing, managing and delivering human resource services and programs to a wide variety of stakeholders in a highly unionized environment is required. Considerable experience in working with complex processes and systems that guide the delivery of various human resources services as well as agreements, standards, laws and regulations that govern them is required.Experience with talent acquisition, people management, project management, change management, team development, coaching and Human Resource Planning is required.Competencies (Knowledge, Skills & Abilities)Knowledge of current and innovative people management, organizational strategy, and performance management concepts including a command of diverse labour relations and human resource practices and precedents. Knowledge of leadership, LEAN philosophies, tools and best practices and the ability to manage and direct continuous improvement, quality processes/services, and a learning culture. Knowledge of project management systems and practices and experience in leading multi-disciplinary teams to deliver assigned projects and programs, under limited direction to agreed timeframes.Knowledge of federal and provincial employment & privacy laws, human resources best practices, human resources performance metrics, and compensation policies and practices.Ability to work independently and to use discretion and good judgement in decision-making, provide leadership, work collaboratively within teams, and consult effectively and independently with all levels of the organization to achieve results.Ability to drive consensus, resolve conflicts, and facilitate solutions in a multi-disciplinary team environment, optimizing the development and maintenance of high-performing work teams in a complex rapidly changing environment.Ability
