Job summary

The Toronto District School Board (TDSB) is seeking a Manager, Design Services to lead a team of engineers, architects, designers and technologists. You will ensure design and renewal projects align with budgets, schedules and compliance across multiple school facilities.

Reporting to the Senior Manager of Design and Renewal, you will manage budgets, liaise with Planning, prepare RFPs, and drive equity and inclusion in program delivery. Hybrid work and travel to sites are required.

Qualifications

  • University degree in Architecture or Engineering with eight years of progressively responsible leadership experience.
  • Registered member with the Ontario Association of Architects or Association of Professional Engineers of Ontario.
  • Knowledge of Ontario Building Code, Occupational Health and Safety Act and related policies.
  • Experience managing large budgets and delivering projects on time and within budget.
  • Strong communication and interpersonal skills with diverse stakeholders.

Responsibilities

  • Provide leadership to manage design/technical services for Capital Renewal projects.
  • Coordinate planning, design solutions, and budget/estimate management; solicit and award contracts.
  • Oversee staff, planning, recruitment, performance reviews, and professional development.

Overall Purpose

Reporting to the Senior Manager, Design and Renewal, the Manager, Design Services, will manage a team of professional engineers, architects, interior designers, landscape architects and technologists to ensure that approved capital renewal projects are completed within the project management delivery cycle.


The Manager, Design Services will:


  • Provide effective management to ensure provision of design/technical services for TDSB Capital Renewal projects including managing the quantity surveying and cost estimates functions;

  • Provide multi-discipline engineering, architectural support, drafting and professional advice in area of building services, renovation and relocation work to all Board staff and officials;

  • Manage the assigned annual budget for Renewal Program including the prioritization of construction projects;

  • Coordinate with Planning Department to develop programs for school replacements, new building additions and portable programs;

  • Receive, prioritize and distribute capital and maintenance renewal projects to the design team;

  • Administer and maintain Facility Services Information System (FSIS) in order to centralize the management of building information (e.g., floor plans, site plans, construction drawings and photographs) for all Board facilities;

  • Ensure construction programs meet Occupational Health and Safety regulations and Ministry environmental legislation; and

  • Provide professional advice in area of capital building services and renovation work to all Board staff and officials.


Summary of Duties


  • Responsible for the effective management and coordination of design and production of technical information for all capital renewal projects;

  • Coordinate all aspects of project planning, design solutions, budget and estimate management, tender solicitation and awarding of contracts;

  • Responsible for management and direction of staff, including planning, staffing, training and performance reviews;

  • Provide leadership to motivate staff and facilitate team building, achieve maximum efficiency and productivity, set performance objectives, providing feedback and supporting professional development;

  • Inspect and supervise work by consultants and staff to ensure work is executed in accordance with relevant legislation and approved projects drawings and specifications;

  • Utilize the building condition survey to identify renewal requirements and prioritize projects;

  • Coordinate with the Planning Department to develop programs for school replacements, new building additions and portable programs;

  • Liaise with Purchasing Department to develop pre-qualification criteria for contractors/consultants;

  • Prepare Request for Proposals (RFP) for consulting services for Facility Renewal Projects;

  • Administer and maintain departmental shared drive for all drawings and project documents;

  • Meet with Project Supervisors to review and resolve construction issues related to the documentation prepared;

  • Uphold and interpret Board standards and procedures in design;

  • Coordinate with planning team to review production documentation to ensure design intent has been maintained;

  • Maintain Drawing Archives for cataloguing drawings and specifications for all Board facilities;

  • Attend and participate at various committees and other meetings to resolve concerns and discuss emerging issues;

  • Keep current with new and emerging technologies, as well as updates on Building Codes/Regulations;

  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services; and

  • Other duties as assigned.


Qualifications


  • University degree in Architecture or Engineering with eight years of progressively responsible related experience providing leadership and expertise to a team of professionals or an equivalent combination of education and experience;

  • Registered member with the Ontario Association of Architects or Association of Professional Engineers of Ontario;

  • Knowledge of relevant government regulations (e.g. Ontario Building Code, the Occupational Health and Safety Act);

  • Knowledge of related Board policies, procedures and relevant Collective Agreements;

  • Thorough understanding of design production and building construction;

  • Successful experience managing large budgets and ability to ensure design solutions meet approved budgets and deadlines;

  • Project management experience in facility construction;

  • Proven ability to communicate effectively (both orally and in writing) with staff, internal/external organizations consultants, contractors, and effective interpersonal skills;

  • Ability to work with a diversity of stakeholders and ability to interact with consultants, including monitoring and coordinating their work;

  • Strong leadership and supervisory skills;

  • Excellent project management skills, time management and organization skills;

  • Problem-solving and analytical skills;

  • Proven ability in promoting equitable practices which value inclusiveness and diversity; and

  • Computer skills including email, spreadsheets, databases, project management and facility condition assessment tools.


Special Requirements


  • Provision of own vehicle for Board business.

  • Requires travel to TDSB sites.

  • Requires wearing safety equipment (e.g. safety shoes, hard hats) when visiting construction sites.
