Overall Purpose

Reporting to the Executive Superintendent, Special Education Programs and Equitable Outcomes, and Senior Manager, Special Education and Inclusion, the Manager, Psychological Services will be responsible for the effective planning, delivery and oversight of psychological services in accordance with the service delivery plan, TDSB policies and procedures, and relevant legislative and regulatory standards.

Summary of Duties

  • Improve outcomes for students with disabilities/special education needs and intersecting identities, ensuring alignment with the Multi-Year Strategic Plan (MYSP) and the Ministry's Student Achievement Plan.
  • Provide leadership and oversight for the day-to-day operations of Psychological Services, ensuring ethical, responsible, efficient and effective service delivery in assessment, consultation, and intervention.
  • Hire, supervise and monitor performance of Psychological Services staff in compliance with the requirements of TDSB policies and procedures, the goals in TDSB MYSP, College of Psychologists and Behaviour Analysts of Ontario (CPBAO), and the Regulated Health Professions Act (RHPA).
  • Collaborate with People and Culture to support accountability and supervision.
  • Manage all aspects of psychological files as required by RHPA and CPBAO.
  • Allocate staff to schools/sites based on system needs and priorities.
  • Manage and lead staff (e.g., capacity building planning, arranging for and monitoring supervision of Psychological Services staff pending completion of their registration requirement, identifying staff needs, training, coaching, resource allocation, performance evaluation and participation in the grievance handling process, etc.).
  • Provide leadership in fostering equity and inclusion in the development and implementation of programs and services.
  • Lead regularly scheduled team meetings, professional development activities, and communication strategies to promote alignment with the service delivery model.
  • Oversee and monitor the timely completion of assigned psychoeducational assessments, and provide month-end data summaries and other requested status updates to the Executive Superintendent and Senior Manager.
  • Consult with and advise staff on complex case issues, ensuring consistent, high-quality service.
  • Collaborate with cross departmental supervisors and managers to align services and system messaging.
  • Manage, review and monitor budget expenditures and resources, including staffing allocations, procurement of test materials, learning resources, and professional development opportunities aligned to department and system priorities. Staff Development and Capacity Building
  • Design and deliver training and resources to build capacity of psychological services staff, school teams, central departments, and families/communities aligned to the MYSP and Special Education Plan.
  • Promote and contribute to a collaborative, inclusive, and equitable work environment by supporting teamwork and teambuilding while adhering to human rights, anti-oppression, diversity, and inclusion principles, in accordance with Regulation 181/98 and applicable Ministry and TDSB policies, procedures, guidelines and practices.
  • Work collaboratively with other members of the Special Education and Inclusion Department on matters related to the provision of special education programs and services. System and Community Engagement
  • Liaise with central and school-based staff to maintain an ongoing understanding of students, schools, and community.
  • Consult with school administrators and families to support the effective delivery of psychological services and resolve service-related issues.
  • Liaise with outside agencies and partners (e.g., children’s mental health centres, social agencies, hospitals, CTEP/ECPP agencies, etc.) regarding provision of service.
  • Create and present resources, materials, presentations, etc. to partners within and outside of the district. Reporting
  • Track and monitor requests and waitlists/wait times for psychoeducational assessments to support effective resource planning.

Qualifications

  • Doctoral degree in psychology and registration as a psychologist (School Psychology as declared area of competence) in the province of Ontario, with four to seven years in a supervisory position in a special education environment, or an equivalent combination of education and experience.
  • Successful experience as a school psychologist.
  • Proven administrative and supervisory experience managing psychological services within an educational setting.
  • Demonstrated leadership in managing multidisciplinary teams and delivering services at a system level.
  • Experience in budget management and allocation of resources.
  • Strong conflict resolution skills and the ability to navigate complex interpersonal and organizational situations.
  • Excellent analytical and problem-solving skills, with the ability to synthesize and interpret complex information.
  • Proven ability to assist diverse communities in understanding the purposes and possible outcomes of involvement by psychological services.
  • Strong collaboration and relationship-building skills with a wide range of stakeholders, including families, school staff, senior leaders, and community partners.
  • Familiarity with relevant legislation, regulatory frameworks, and standards related to psychological services (e.g., RHPA, Education Act, AODA, CPBAO standards).
  • Proven ability in promoting equitable practices which value inclusion and diversity.

Special Requirements

Provision of own vehicle for Board business as travel is required across the TDSB.
