Job summary

Municipality of Chatham-Kent is seeking a permanent full‑time Manager, Compliance & Quality Standards to lead compliance, quality management, and SCADA for municipal water and wastewater systems.

You will drive regulatory excellence, environmental stewardship, and continuous improvement while guiding staff and coordinating with regulators and the public.

Qualifications

• Post-secondary diploma or degree in Engineering, Environmental Science, Water/Wastewater Technology, Public Administration, or related field.
• Minimum six (6) years of progressively responsible experience in water/wastewater operations, compliance, environmental management, or quality systems, including supervisory/management experience.
• Valid Ontario Water Treatment and Wastewater Treatment Operator licences appropriate to the position.
• Thorough knowledge of applicable legislation, regulations, approvals and industry standards governing municipal water and wastewater systems.
• Working knowledge of SCADA systems and their application in water/wastewater operations.

The Municipality of Chatham-Kent has an opening for a permanent full-time Manager, Compliance & Quality Standards within the Public Utilities Commission.

Under the direction of the Director of Engineering & Compliance, the Manager of Compliance & Quality Standards provides leadership for compliance, quality management, environmental stewardship, regulatory affairs, and SCADA services for Municipal water and wastewater systems. The position is responsible for ensuring compliance with applicable legislation, approvals, licenses, and quality management standards while promoting continuous improvement, risk management, operational excellence, and asset reliability.

As a member of the leadership team, the Manager develops and implements policies, programs, and strategies that support safe, reliable, and sustainable water and wastewater services. The position provides leadership to compliance, quality management, environmental compliance, regulatory training, and SCADA staff while fostering a culture of accountability, collaboration, innovation, and continuous improvement.

• Ensure compliance with all applicable Federal, Provincial, and Municipal legislation, licenses, approvals, standards, and policies.


• Maintain and continually improve the Drinking Water and Wastewater Quality Management Systems.


• Establish and oversee risk management, auditing, monitoring, and corrective action processes.


• Coordinate regulatory inspections, audits, reporting requirements, and responses to compliance matters.


• Direct and support staff responsible for quality management, environmental compliance, regulatory training, records management, and SCADA operations.


• Oversee regulatory certification, training, competency, and professional development programs.


• Provide strategic advice and technical guidance to senior leadership, operational staff, and project teams.


• Develop policies, procedures, operational plans, contingency plans, and emergency preparedness initiatives.


• Monitor performance indicators and prepare reports to support operational and regulatory decision-making.


• Manage compliance and SCADA operating budgets and assist with annual budget planning.


• Maintain effective relationships with regulatory agencies, municipalities, industry partners, and the public.


• Ensure health, safety, and environmental requirements are incorporated into all programs and operations.


• Attend and present reports to management, committees, and the Public Utilities Commission as required.


• Provide leadership on drinking water and wastewater regulatory matters by monitoring emerging requirements, maintaining relationships with regulatory authorities, and ensuring organizational compliance and readiness for change.


• Provide leadership in identifying and addressing cybersecurity risks affecting drinking water, wastewater, and SCADA systems by maintaining awareness of emerging threats, regulatory requirements, and industry best practices.


• Post-secondary diploma or degree in Engineering, Environmental Science, Water/Wastewater Technology, Public Administration, or a related discipline; or an equivalent combination of education and experience.


• Minimum six (6) years of progressively responsible experience in water/wastewater operations, compliance, environmental management, quality systems, or a related field, including supervisory or management experience.


• Valid Ontario Water Treatment and Wastewater Treatment Operator licences appropriate to the position.


• Thorough knowledge of applicable legislation, regulations, approvals, and industry standards governing municipal water and wastewater systems, including the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, Drinking Water Quality Management Standard (DWQMS), Occupational Health and Safety Act, and related regulations.


• Working knowledge of SCADA systems and their application within water and wastewater operations.


• Strong leadership, strategic planning, project management, budget administration, and staff development skills


• Proven ability to build effective relationships with regulatory agencies, stakeholders, employees, elected officials, and the public.


• Excellent communication, analytical, decision-making, problem-solving, and organizational skills.


• Experience working in a unionized environment


• Proficiency with Microsoft Office and corporate business systems.

Other qualifications

• Ministry of the Environment, Conservation and Parks (MECP) operator certification and licensing is an asset.


• Internal Auditor or Quality Management Systems auditing certification is considered an asset.


• Water Distribution and/or Wastewater Collection certification is considered an asset.

Work environment/hours of work

• This position works both indoors and outdoors


• This position is required to work weekday hours, with occasional evening hours and weekend hours

Driver’s licence/vehicle requirements

This position requires the successful candidate to have a valid class G Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ license suspension in the preceding three (3) years. Because this position may be required to drive their own vehicle, a reliable vehicle is also required.

Background check requirements

Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check.

Essential physical and/or safety requirements

• Bending: frequent twisting (handling and storage of records, operational assistance, handling data binders, files and faxes, sample coolers)


• Walking: frequent walking on level surface (different rooms and buildings during samplings, internal auditing, health & safety investigations, gathering response to compliance issues; audits can include ground, asphalt and/or gravel)


• Sitting: constant sitting in chair (reviewing data, preparing reports, completing training requirements, driving to meetings, sampling, training, internal audits, etc.)


• Reaching: frequent reaching forward, backward, (up to 22.7 kgs or 50 lbs) (handling binders, picking up files and binders, operating hand held equipment, including analytical testing equipment)


• Hands: constant fine finger dexterity (movement), mousing (keyboarding, mousing, data management, preparing reports, reviewing operational data)

This permanent full-time position has an annual salary of $131,609 to $155,183 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements. Following successful completion of a 3-month waiting period, candidates will also be entitled to a comprehensive group benefits package.
