Job summary

Municipality of Lakeshore is seeking a Supervisor – Water Treatment to operate and oversee all drinking water treatment subsystems. You will ensure compliance with the Safe Drinking Water Act and applicable regulations while managing maintenance and lifecycle renewal of facilities.

The role requires a 3–5 year supervisory background, a Class 3 Water Treatment Certificate, and strong leadership with experience in SCADA systems.

Qualifications

• Knowledge of Ontario drinking water regulations and DWQMS requirements.

Salary: Grade 8A, Non Union ($108,430 to $126,817)

Reports to: Manager – Water

This position is due to a vacancy. The Municipality uses an online questionnaire to screen applications.

Purpose of Position:

Reporting to the Manager – Water and under the overall direction of the Executive Director – Infrastructure Services, the Supervisor – Water Treatment is responsible for the operation of Lakeshore’s Drinking Water Treatment Subsystems. The Supervisor is responsible for compliance with all regulations under the Safe Drinking Water Act, the Occupational Health and Safety Act and any other governing regulations and legislation and operating policies, procedures, by‑laws and principles of Lakeshore The Supervisor is also responsible to manage the maintenance, scheduling and lifecycle renewal requirements of all drinking water treatment infrastructure.

The Supervisor will also assist with the operation of the Water Distribution and Wastewater Collection systems as required.

The Supervisor, Act as the Overall Responsible Operator (ORO). For the Water Treatment Subsystems in accordance with Ontario Regulations

Accessible 24/7 to offer guidance and direction to operators and response immediately and effectively to emergencies.

Qualifications & Experience:

• Three (3) year Community College Diploma in Civil Engineering Technology, or equivalent.
• Must have current Ontario Class 3 Water Treatment Operator’s Certificate.
• Certification for Water Distribution, Wastewater Collection & Treatment will be considered an asset.
• 3 to 5 years of experience in a supervisory position.
• Registered with The Ontario Association of Certified Engineering Technicians and Technologists is an asset.

Knowledge & Skills:

• Knowledge of Ontario’s Drinking Water Quality Management Standard (DWQMS).
• Must be computer literate and knowledgeable in Windows and Microsoft Office environment.
• Excellent customer service, organizational and leadership skills to work with both internal and external clients and coworkers.
• Familiarity with the Wonder ware suite of SCADA and Historian software
• Must be a competent supervisor within the meaning of the Occupational Health and Safety Act.

Major Responsibilities:

• Plan, administer, supervise and direct the daily operation of all activities of the Water Treatment Subsystems.
• Provide positive leadership to water treatment staff, developing and nurturing a work environment that is inclusive, respectful and motivating.
• Act as Overall Responsible Operator for the Water Treatment and Provide backup for Water Distribution and wastewater collections systems if certifications are appropriate.
• Plan, prioritize, assign and monitor the work of all contractors within the subsystem.
• Establish and maintain a preventative maintenance program for all water treatment facilities to ensure the integrity of the facilities.
• Maintain all operational records related to drinking water in compliance with provincial legislation and regulations and provide reports as required.
• Participate as a member of Lakeshore’s DWQMS team.
• Participate in MECP inspections and External DWQMS audits.
• Assist in the preparation of tender specifications and documents for municipal contracts in the drinking water system.
• Develop emergency plans and procedures including implementation. The Supervisor will be a key part of any emergency response.
• Recommend staff training and education those under your supervision including all training requirements for Water Operator Certification and Occupational Health and Safety.
• Monitor the terms and conditions of the respective collective agreements
• Manage the on-call roster and monitoring and approval of overtime.
• Conduct performance evaluations and administer discipline as required.
• Monitor the spending of the operational budget, including procurement, verifying invoices, coding of invoices and assisting with variance reports.
• Assist the Manager of Water in the preparation of the divisional budget for operational and capital budget expenditures.
• Secondary contact after the on-call operators for security alarm and emergencies including after hours and weekend calls.
• Ensures the operation, safety, maintenance and management of all facilities, equipment, vehicles and electronic equipment including phones and computers, related to the operation of all drinking water operations
• Other duties as assigned

Decision Making & Judgement:

• Work is performed under the general direction of the Manager of Water
• Access is available to Municipal policies and procedures, by‑laws and regulations as well as other department staff for advice and guidance in the performance of duties.
• Establishing priorities of work schedules and identifying the most effective and efficient means of delivering safe drinking water to meet the needs of the municipality within budgeted amounts and approvals.
• Supervising the effective and efficient operation of the Division in accordance with established policies, procedures, directives and guidelines.
• Assisting in the preparation of operating and capital budgets and the preparation and review of tender documents.
• Problem solving, researching and evaluation of information to determine the best course of action within best practices and guidelines and budgeted amounts.
• Directly supervises the Water Treatment staff, and student employees working in the water treatment subsystems.
• Liaise with the Administrative Assistant and Compliance Coordinator to coordinate tasks related to water activities.
• Assist in the preparation of a divisional operating and capital budget.
• Assist in the preparation and/or review RFPs/RFQs/ tenders.
• Review quarterly variance reports and monitor divisional budget lines to ensure expenditures related to operational and capital items is within approved budgets.

Excellent interpersonal skills to lead the staff and interact with the Manager, coworkers, contractors and the general public.

Internal:

• With the Manager – Water to receive direction and guidance.
• With the Water Treatment lead hand to provide direction, guidance and leadership.
• With the Water Treatment Operators to provide direction, guidance and leadership.
• With the Administrative Assistants to carry out administrative tasks.
• With other Managers, Supervisors and co-workers where duties and responsibilities mutually affect each of the parties

External

• With contractors to ensure projects are completed as tendered and timelines and commitments are met.
• With associates in other Municipalities to obtain and exchange information.
• With the public to answer questions, complaints and concerns about drinking water and to further the public’s knowledge of and confidence in the municipal drinking water system

Working Conditions:

• Works outside with some time in an office environment.
• Bending, stooping, climbing, standing for extended periods of time, walking, driving, walking on uneven or slippery surfaces, crouching, lifting
• Dexterity to operate office equipment and small tools
• May be exposed to noise, dust and environmental conditions of heat and cold
• May be subjected to adverse behaviour from the general public and others
• May be exposed to hazardous material (asbestos pipe) diseases / illnesses (sewage), Harmful chemical (chlorine)
• Some travel may be required.

Control over Work Schedule

• 40 hours per week scheduled usually between Monday and Friday (07:00-16:00, 1-hour unpaid lunch)
• May be required to work varied and irregular hours including evening and weekends
• Main contact for after hours and emergency call INS.
• Work is subject to deadlines and may be required to work overtime to handle workload.
• Lieu time is capped at 40 hours per year
