Job summary

Questrade Financial Group in Canada seeks a Manager, Compliance to lead Trade Conduct Compliance (TCC) programs across asset classes and supervise a small team. You will develop and implement policies while driving consistency in regulatory reporting and oversight.

Located in Toronto, the role requires collaboration with management to ensure CIRO/CSA rule adherence and efficient trade surveillance, with a strong emphasis on project leadership and process improvements in a hybrid work environment.

Qualifications

  • In-depth knowledge of the Canadian securities industry.
  • Proficient knowledge of CIRO (IDPC, UMIR) and CSA regulatory rules.
  • 5+ years industry experience; senior compliance role preferred.
  • Post-secondary degree or diploma or equivalent experience.
  • Strong verbal and written communication skills.

Responsibilities

  • Ensure firm adherence to policies, procedures, and regulations.
  • Manage a small team and ad hoc compliance projects.
  • Oversee technology platforms and reports to optimize compliance oversight.
  • Prepare and submit regulatory filings and audit requests as required.

We’re looking for our next Manager, Compliance. Could It Be You?

Reporting to the Director, the successful Manager, Compliance is a key subject matter expert and people manager with a focus on Trade Conduct Compliance (TCC) to steward Questrade Inc, compliance to uphold adherence to trading rules and regulations prescribed by the Canadian Investment Regulatory Organization (CIRO) and other provincial securities commissions and regulators.

The successful Manager, Compliance shall be responsible for Questrade’s compliance and supervision programs in multiple asset classes with a focus on TCC but also capturing, delivering and enhancing elements of Questrade’s policies and procedures. The role also requires a degree of people and project management, with comfort and fluidity with complementary technology platforms.

In this role, responsibilities include but are not limited to:

  • Ensure firm adherence to policies and procedures, and related regulations.
  • Manage a small team and ad hoc compliance projects.
  • Oversee advance and enhance technology platforms and related reports and documentation to optimize technology usage to deliver superior modern compliance oversight.
  • Promptly and professionally prepare and submit various regulatory filings, audit requests and responses as required.
  • Ensure effective and efficient trade surveillance for multiple asset classes as required by UMIR, MX-R regulations.
  • Work with management in the development and enhancement of products and services to ensure compliance with applicable laws and regulations.
  • Escalate critical issues with a sense of urgency and problem-solving skills.
  • Thoughtfully engage colleagues to create a professional and collegial high performing team.
  • Ensure proactive compliance for assigned lines of business.
  • Take ownership of processing and completing all tasks as assigned.
  • Act as a source of expert knowledge of regulatory compliance requirements.
  • Clearly communicate to colleagues the compliance standards required of individuals.
  • Conduct daily and monthly account activity supervision as required.
  • Perform research and act with curiosity and diligence on detected compliance issues and potential violations.
  • Recommend improvements to internal controls and business processes.
  • Complete client risk assessments
  • Review and consider the impact of any new or proposed rule or marketplace landscape changes.
  • Assist with the preparation of submissions to regulators for new business lines or new product proposals.
  • Perform other duties, as assigned, to assist in all areas of compliance at Questrade.

Qualifications and Exams:

  • Canadian Securities Course (CSC)
  • Conduct and Practice Handbook Course (CPH)
  • Investment Dealers Supervisors Course (IDSC)
  • Options Licensing Course (OLC)
  • Derivatives Fundamental Course (DFC)
  • Branch Managers Course (BMC)
  • Options Supervisors Course (OPSC)

Required Knowledge and Experience:

  • In-depth knowledge of the Canadian securities industry
  • Trade desk experience or experience in compliance monitoring of a Trade desk
  • Post-secondary degree/diploma or equivalent experience.
  • Proficient knowledge in the use of Google, Microsoft Excel, Word, Bloomberg.
  • Strong knowledge of CIRO (IDPC, UMIR) and CSA regulatory rules.
  • 5+ years industry experience preferred.
  • 5+ years related experience required preferably in a senior compliance role.
  • Excellent verbal and written communication skills.
  • Excellent organizational and follow-through skills.
  • Exceptional attention to detail.
  • Confident and accountable.

Compensation Information:
  • Base salary range: $115,000 - $125,000
  • The final compensation package will be commensurate with the successful candidate's experience, skills, and geographic location (Canada). It includes a comprehensive benefits plan and a competitive incentive (bonus) program for Full-Time Permanent roles.
