Responsibilities

• Lead the Market Conduct/ Compliance function, ensuring clear roles, accountability, and effective workflows.
• Maintain an engaging environment and performance excellence practices, including service standards, quality assurance, and continuous improvement.
• Ensure employees receive appropriate onboarding, training, and development aligned with regulatory responsibilities, market conduct supervision, examinations, and investigations.
• Provide direction for Compliance responsibilities related to the implementation and ongoing regulation of Care-First.
• Support insurers, brokers, health care providers, and other stakeholders in understanding regulatory requirements, expectations, and compliance obligations.
• Conduct examinations and investigations consistently, efficiently, and in accordance with established standards and priorities.
• Collaborate with the Manager, Consumer Support to align regulatory priorities, regulatory responses, and market intelligence across the Branch.
• Review examination and investigation findings and provide direction regarding appropriate corrective actions and compliance responses.
• Ensure regulated entities receive clear communication regarding compliance expectations and required corrective actions.
• Participate in CCIR and other inter-jurisdictional regulatory initiatives, working groups, examinations, and cooperative activities.
• Monitor legislative, regulatory, and industry developments that may impact compliance oversight activities.

The Ministry of Treasury Board and Finance (TBF) is responsible for budget planning, financial management and economic analysis, and the administration of tax and revenue programs. The Alberta Superintendent of Insurance is responsible for all insurance sector regulatory compliance activities performed by the offices of Financial Sector Regulation and Policy, a division of Alberta Treasury Board and Finance. These activities include receiving, reviewing and approving required filings, performing examinations of institutions, regulatory oversight of insurers operating in Alberta, prudential supervision of provincially incorporated insurance companies, interpreting legislation, and making recommendations to the President of Treasury Board and Minister of Finance with respect to insurance sector policy. https://www.alberta.ca/insurance.aspx

Role Responsibilities

Reporting to the Director, Market Conduct and Consumer Support, the Manager, Compliance is responsible for leading the Market Conduct team in its work to regulate insurance companies operating in the Province of Alberta. This team ensures all laws related to the conduct of the business of insurance are enforced, and that insurance companies treat customers fairly.

• Lead the Market Conduct/ Compliance function, ensuring clear roles, accountability, and effective workflows.
• Maintain an engaging environment and performance excellence practices, including service standards, quality assurance, and continuous improvement.
• Ensure employees receive appropriate onboarding, training, and development aligned with regulatory responsibilities, market conduct supervision, examinations, and investigations.
• Provide direction for Compliance responsibilities related to the implementation and ongoing regulation of Care-First.
• Support insurers, brokers, health care providers, and other stakeholders in understanding regulatory requirements, expectations, and compliance obligations.
• Conduct examinations and investigations consistently, efficiently, and in accordance with established standards and priorities.

• Undertake additional responsibilities as assigned to support Branch and Superintendent priorities.

Qualifications

University graduation in Business, Law, Economics or other related field plus four years progressively responsible related experience

Related experience or education may be considered as an equivalency on a one for one basis

The following would be considered an asset:

• The Manager is required to have knowledge and expertise to critically analyze and understand complex insurance legislation, as well as financial and contractual documents.
• The Manager has leadership experience.
• Tact, good judgment and discretion are required in communication with all stakeholders.
• A sound relevant educational background with insurance experience, with leadership experience is required to effectively carry out this role.
• A professional insurance designation such as Chartered Insurance Professional (CIP)

This is a Permanent full-time position working 36.25 hours per week, Monday to Friday (In-office). Location is in the Terrace Building, 9515 107 Street NW, in downtown Edmonton
