Job summary

The Government of Alberta, Treasury Board & Finance, is seeking a Director, Financing in Edmonton to lead the Capital Markets team and shape the Province's financing strategy. You will oversee debt issuance, risk management and financing initiatives, guiding senior leadership on complex projects with provincial impact.

Qualifications

• University degree in finance, economics, business administration or related discipline plus 7+ years in government financing or related fields.
• MBA, CFA and/or CPA/CMA designations are assets.
• Strong knowledge of debt capital markets and financial risk management.

Responsibilities

• Lead a team of capital markets professionals with strategic direction and performance management.
• Develop and implement the Province's annual and multi-year borrowing strategy.
• Lead debt issuance and management objectives, advising senior management on borrowing needs.
• Monitor capital markets, optimize borrowing costs and market access.
• Develop and execute debt issuance programs including timing, size, maturity, currency and investor distribution.
• Build relationships with investment dealers, investors, rating agencies and financial institutions.

Role Responsibilities

Join the Capital Markets team within Alberta Treasury and Risk Management Division, where you will help shape the Province's financing strategy and support long-term fiscal sustainability. The Capital Markets group is responsible for debt issuance and management, investment portfolio oversight, policy development, and advising on major projects with financing components.
Reporting to the Executive Director, Capital Markets, the Director, Financing provides leadership in managing the Province of Alberta's debt and risk management activities, evaluating complex financing proposals, and supporting corporate finance initiatives. This role offers the opportunity to lead a specialized team, collaborate with senior stakeholders, and contribute to key strategic and financial decisions that deliver value for Albertans.

• Lead a team of capital markets professionals by providing strategic direction, coaching and performance management.
• Manage the development and implementation of the Province's annual and multi-year borrowing and financing strategy.
• Lead the analysis and development of debt issuance and management objectives, and recommend debt strategies and borrowing requirements to senior management and Treasury Board.
• Monitor changes in the capital markets, assess implications for the Province's financing cost and market access, and identify opportunities to optimize borrowing costs and structure.
• Develop and execute the Province's debt issuance program, including decisions on timing, size, maturity, currency and investor distribution.
• Enhance relationships with investment dealers, institutional investors, rating agencies, financial institutions and other capital market participants.
• Support the Executive Director, Capital Markets and Assistant Deputy Minister, Treasury and Risk Management on broader treasury and financing policy initiatives, including the evaluation of large, cross-government projects with significant financing components.

Qualifications

A university degree in finance, economics, business administration, or related discipline, plus at least seven years of related experience in government financing, treasury, capital markets, corporate finance, institutional investing, or investment banking is required.
Preference will be given to those with 10 years of experience.
The following are considered assets:

• MBA, CFA designation and/or a CPA or CMA designation.
• Demonstrated strong knowledge of debt capital markets and financial risk management.
• Exceptional communication, negotiation and relationship-management skills.
• Knowledge of relevant legislation, policies and processes particularly those relevant in a provincial government finance setting.
• Experience leading complex financial transactions and providing advice to senior executives.
• Strong understanding of public-sector financial management and government decision making processes.
• Demonstrated leadership experience managing professional teams and external advisors.
