Job summary

The City of Burnaby’s People and Culture Department is seeking a results‑oriented professional with extensive experience in compensation, job design, organizational design, HR records, benefits and HR systems.

Reporting to the Deputy Chief HR Officer, you will lead research, design, development and implementation of compensation programs and related policies, oversee staff, and collaborate with management, unions and leadership to meet business objectives.

Qualifications

  • A degree in human resources and at least five years of progressive experience in compensation, job design/evaluation, and organizational design.
  • CPHR or CCP designation preferred.
  • Strong understanding of compensation and benefits, HR systems proficiency, and related regulations.
  • Proven ability to plan, organize, develop and implement strategies and to communicate effectively on sensitive issues.
  • Proficiency in MS Office and a valid BC driver's licence.

Responsibilities

  • Oversee staff engaged in compensation, organizational and job design duties, and HR records, benefits and systems.
  • Lead responses to job evaluation appeals and liaise with union representatives.
  • Monitor compensation system trends and inform City Leadership Team.
  • Plan and lead projects; provide status updates and recommendations.
  • Contribute to collective bargaining processes and maintain relationships with benefit providers.
  • Hire, orient, mentor and review staff in the team.
  • Perform related work as required.

If you are a results focused professional with extensive experience in consultation, analysis, facilitation, research and project management in a wide range of compensation, organizational/job design, HR records, benefits and systems services, then this may be the role for you!

The People and Culture Department is seeking a temporary full-time employee to join our team while the current incumbent is assigned to a strategic project. Reporting to the Deputy Chief Human Resources Officer, you will provide your expertise and advice on the interpretation of policies and procedures to senior management, managers, supervisors, the Union and employees throughout the organization. You will take the lead in the research, design, development, and implementation of compensation, benefits and HR systems policies and programs in alignment with our Burnaby Promise. Additionally, you will have the opportunity to build and maintain effective relationships with leaders, consult with them to understand their needs and provide guidance to achieve their business objectives. This position will require you to oversee staff engaged in compensation, organizational and job design duties along with those engaged in employee records, benefits and HR systems related duties. You will direct the response to job evaluation appeals; convene in meetings with union representatives while working collaboratively to resolve appeals, reviews and approve resolutions recommended by subordinates. In this role you will ensure consistent and appropriate application of job evaluation methodology; monitor trends to evaluate the effectiveness of the City’s compensation system; lead projects, determines required action and provides status updates to the City’s Leadership Team to inform them of critical issues and make recommendations for appropriate course of action. Contribute and participate in the collective bargaining process; contract negotiations along with maintaining effective relationships with benefit carriers, pension plan providers and insurers. As a Manager, you will plan, assign, train, mentor and review the work of a team of specialized compensation and HR systems staff; hire, orient, lead and motivate staff. Performs related work as required.

The ideal candidate will possess a degree in human resources and at least five years of progressive experience with a focus on compensation, job design/evaluation, and organizational design, or an equivalent combination of education and experience. A Chartered Professional in Human Resources (CPHR) or WorldatWork Certified Compensation Professional (CCP) designation is preferred. The role requires a comprehensive understanding of compensation and benefits, proficiency in HR systems, and knowledge of related regulations and records. The successful candidate will be adept at planning, organizing, developing, and implementing strategies, as well as communicating effectively and making informed decisions on sensitive issues. Proficiency in MS Office and a valid Driver's Licence for the Province of British Columbia are also required.

This is a Temporary Full Time position until October 8, 2027.
