Job Description Under Review

Reporting to the General Manager, City Planning, the Manager of Community Planning and Sustainability is responsible for developing and implementing long-term strategic plans for the organization. The role involves analysing data, forecasting trends, and creating actionable plans to achieve the organization’s goals in advancing the community. The role overseas and provides guidance in the development of various projects and plans related to community growth, housing, environmental protection and climate action. Overall, the position will provide direction for sustainable growth, environmental stewardship and the creation of a vibrant, inclusive community.

Duties Include :

  • Oversees community planning projects including neighbourhood plans, growth management, and the Official Community Plan.
  • Creates, maintains and revises public policy that integrates social, economic, and environmental sustainability.
  • Provides expert advice to Council and Council Committees.
  • Develops multiple scenarios and options to anticipate potential future events and their impact on the organization and community.
  • Analyses development trends, economic development data, and operational performance to identify opportunities and risks.
  • Ensures compliance with provincial and federal planning regulations and promotes stewardship through public engagement and partnerships.
  • Develops and manages the department’s budget and contributes to the City’s strategic and corporate plans.
  • Collaborates with other departments and agencies to ensure alignment and support for long-term plans and policies.
  • Communicates effectively with community groups, organizations, partners and the development community as required.
  • Supports emergency response planning.
  • Performs other duties as assigned.
  • All persons employed by the City of Vernon will be required to assist the City in providing emergency services. Duties assigned during an emergency may differ from regular duties.

Required Education and Experience :

  • Master’s Degree in Community Planning, or related discipline.
  • Minimum 8 years of increasingly responsible professional planning experience.
  • Demonstrated progressively responsible management/supervisory experience.
  • Valid BC Driver’s Licence Class 5.
  • Eligible for membership in the Planning Institute of British Columbia.
  • An equivalent combination of related education and experience may be considered.

Required Knowledge, Skills and Abilities:

  • Possess a strong understanding of urban planning principles and municipal planning environment including Local Government Act, Land Title Act, Agricultural Land commission Act, Strata Property Acts and Housing Supply Act.
  • Strong data analysis with ability to conduct research, identify trends, develop scenarios and options, and develop reports with effective rationale.
  • Effective project management skills with the ability to manage multiple projects, prioritize tasks and work under deadlines.
  • Knowledge of how to develop and implement policies and strategies.
  • Ability to lead and motivate teams and to influence decision-making.
  • Ability to think strategically and develop long-term plans.
  • Ability to work collaboratively with other departments, teams and partners.
  • Excellent organizational, analytical and problem-solving skills.
  • Ability to make presentations on complex material in understandable terms with professional confidence and ease.
