Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Reporting to the Senior Manager, the Manager, Capital Cost Control, will be a hands-on lead to a team of cost controllers and project accountants to ensure the successful project cost management functions including budgeting, forecasting and controlling costs throughout the project lifecycle which will include the Bowmanville Extension capital program.

What will I be doing?

  • Develops, implements and maintains project cost control systems, operational procedures and reporting systems to control the flow of funds for capital projects in accordance with Metrolinx financial policies and procedures.
  • Develops and implements risk management strategies and controls to mitigate financial risk and exposure on multi-year multi-billion-dollar capital program.
  • Leads continuous cost reporting with accurate and timely information of budget, commitments, forecast, trends, variances, progress, performance, risk and opportunity, contingency, and cashflow. Conducts ongoing analysis of project risks during execution, working closely with Program Management Office Leads to optimize contingency strategies.
  • Monitors costs against approved budgets, schedules and contractual deliverables within and across large and mission critical projects. Monitors the statistical and trends analysis of contracts and payout of contracts.
  • Leads the review and audit of non-contract costs, labour and expense reports, and submission of adjustments to corporate Finance to ensure complete and accurate information.
  • Provides advice to PMO Leads and embedded cost controllers in all matters related to cost control systems and procedures to achieve on-time and on-budget goals.
  • Leads the provision of financial analysis, expertise, and advice to senior management and project teams regarding project expenses and fiscal matters throughout the lifecycle of this large multi-billion-dollar infrastructure program.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Business Administration, Construction Management, Engineering, Accounting or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Minimum of 6-8 years of progressive experience leading cost management processes in large, complex multi-billion dollar, and multi-project construction and infrastructure environments. Exposure to different delivery models like Design Bid Build and Construction Management at Risk.
  • A recognized accounting designation (CPA/CA/CMA/CGA), Certification from Association for the Advancement of Cost Engineering (AACE), Project Management Professional (PDP) Certification or Certified Cost Professional (CCP) is/are considered an asset.
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to manage and direct employees and contractors, including experience in the application of collective agreement provisions.
  • Knowledge and experience in accounting, financial analysis, controllership, risk management and reporting principles and practices in large, complex multi-billion dollar and multi-project construction and infrastructure environment.
  • Influencing skills to convince senior management, colleagues, clients and vendors of the need to adhere to financial/cost control processes.
  • Analytical and problem-solving skills to conduct complex and comprehensive financial analysis, assessment and evaluation of financial reporting activities and to identify potentially contentious issues that expose the Metrolinx to risk and recommend appropriate options.
  • Governance and accountability, quality management systems and risk mitigation strategies to use a risk assessment lens to identify and address risks, issues and accounting implications for the project baseline.
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and other financial software tools and applications to document and illustrate financial standing and recommendations.
  • Experience with project management and cost management systems (e.g Ecosys, Unifier, Primavera P6) is an asset.
  • Interpersonal and oral/written/presentation skills to represent the Capital Finance Division in dealing with all financial payment and invoice inquiries, to resolve problems; to manage relationships with vendors; to identify and make necessary changes to financial controls, policies and procedures.
