Reporting to the Department Strategy Director, you will lead a team of specialists that support the department's leadership team in business planning, and performance, risk and policy management, in collaboration with the City’s Service Innovation and Performance branch.
What will you do?
- Lead the planning and coordination of the department’s business planning and support budget planning for the 2027-2030 budget cycle
- Develop and maintain strong working relationships and communication with business partners to achieve department and corporate objectives, including a role as the conduit between the Service Innovation and Performance branch and the City Operations department
- Develop, lead, manage and support a high performing professional team
- Lead and coordinate the department’s strategic management framework including development and preparation of department and branch business plans, Annual Service Plans, risk registers, performance reporting and policy updates, in alignment with corporate direction
- Lead and coordinate the development of performance measures on behalf of the department by engaging subject matter experts to develop performance measures that provide meaningful data that support City Operations in monitoring its performance
- Actively develop a culture of strategic risk management in the department by fostering relationships and demonstrating the value of monitoring and mitigating risks, collaborating and assisting with the identification, prioritization and management of risks
- Provide input on behalf of the department into the development of corporate strategy/plan methodologies, templates, tools created by the Service Innovation and Performance branch
- Provide strategic advice and lead presentations and facilitations within the department and branches
- Develop and deliver annual work plans for the unit outlining scope, schedule, and resources
- Oversee research and environmental scanning activities, as needed
- Apply a continuous improvement and innovation mindset to all streams of work
Qualifications- Education in Business Administration, Economics, Public Administration, Information Systems or a related discipline
- Knowledge of and experience with business and budget planning for large, complex operational areas, including coordinating enterprise performance management, enterprise risk management, action planning and budget activities between different business areas
- Leadership experience within a large, complex organization
- Knowledge and experience in the areas of strategic planning, program and policy development, change management and project management methodologies
Assets:
- MBA or other Masters Degree in a related field
- Certification, coursework or training in change management; strategic planning; public administration; project management; change management; data governance/management; service design; or other leadership training
Skills required for success:
- Experience in developing and implementing complex plans and processes across various business lines in politically sensitive environments
- Proven ability to foster data-driven leadership and build effective working relationships with stakeholders at all levels, managing deadlines and making timely decisions
- Excellent leadership, supervisory, conflict resolution, and negotiation skills to lead and motivate diverse functional teams
- Highly developed public speaking and communication skills, with the ability to strategically present issues to decision-makers and maintain a respectful, inclusive, and service-minded approach while staying current with emerging technologies

Conditions of employment and work environment:
- Up to: 1 temporary full-time position for up to 18 months
- Hours of work: 36.9 hours per week, Monday - Friday
- Salary Range: $105,668.31 - $132,083.94 (Annually)
- This position is eligible for the EDO program (Earned Day Off)
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksiteManagement and Out-of-Scope positions at the City of Edmonton are being reviewed for possible inclusion in the Civic Service Union 52 bargaining unit.
