Job summary

Program Overview – Housing Services, Building Services

(St. Hilda’s – 800 Vaughan Road, Toronto, ON)

Building services is responsible for preventative and emergency maintenance, including janitorial, grounds keeping and security. The program is responsible for preparing residential suites for new occupants, supervising and carrying out upgrades to offices and properties, providing physical support to programs and services, and ensuring all applicable codes, standards, and policies are met and adhered to. This position is to provide training and leadership to Building Services staff and to assist the Housing Manager in developing maintenance programs, budgets, inventory and personal administration.

The Manager, Building Services & Capital Projects, is accountable to the Senior Director, Housing Operations. The Manager of Building Services & Capital Projects is responsible for the delivery of Woodgreen’s capital projects and is part of the regular capital planning process(es). The Manager works with the leadership team to prepare capital and building services budgets and is responsible for ensuring best value contract and costs and the overall monitoring of expenditure. The Manager is responsible for building services contract management and roll-out of preventative maintenance services and the oversight of the Building Services staff to ensure the proper operation of all mechanical, electrical, and fire equipment.

What You Will Do
Building Services
  • Develop, implement, and monitor routine preventative and maintenance repairs and cleaning schedules for the buildings, including scheduling of staff, vacation approvals and tracking of work attendance, and coordinating with payroll department.
  • Ensure prioritization, delegation, and completion of work orders.
  • Work with Management to ensure the planning and implementation of staff development.
  • Support recruitment and evaluate qualified staff for the building services department under the procedures of the collective agreement.
  • Oversight of inspection and sign off on all work done by external contractors prior to invoicing being approved and passed for payment, update of logbooks.
  • Ensure systems of record and inventory are implemented, maintained, and that the database for property management systems related to maintenance are accurate and up to date.
  • Responsible for inventory review and purchasing of standard resources and supplies to fulfill regular maintenance functions.
  • Implement and monitor fire safety procedures including monthly fire drills, train all staff and their role in fire safety and evacuation procedures.
  • Implement and evaluate policies related to the maintenance of the physical structure, safety and security of the buildings, staff, and housing tenants.
  • Ensure WoodGreen policies/procedures are carried out in the operation of Building Services.
  • Establish and maintain links with staff, outside agencies, and government bodies to ensure locations meet building and fire codes and health and safety codes.
  • Prepare performance data and written reports as and when required.
  • Work with Management to prepare annual maintenance work plans, operating budget and reserve fund/capital expenditure.
  • Keep track of vehicles, tools, and other mechanical equipment inventory, along with their required maintenance and ensure they are in good working condition.
Capital Projects
  • Participates in Capital Planning & and oversight to ensure best practice and investment impact in the asset management of St Hilda’s Senior Community.
  • Responsible for capital projects work as outlined in the capital plans and as occurs during routine inspections and emergencies.
  • Responsible for emergency and unforeseen capital repairs working with Supervisor, Building Services.
  • Works with Housing & Building Services staff to ensure an effective and timely Unit-Turn process
  • Responsible for repair of major capital systems/items in the buildings and grounds, in accordance with the approved budgets and spending policies.
  • Monitors budget expenditures in relevant categories of capital projects, preventative maintenance and health and safety systems.
  • Assist with new developments & acquisitions as needed.
Preventative Maintenance & Contract Management
  • Leads the planning and sourcing of vendors to provide best in class preventative maintenance services to St Hilda’s Senior Community.
  • Leads procurement with Business Solutions team for capital and preventative maintenance in compliance with WoodGreen’s policies and practices.
  • Responsible for the preparation of annual preventative maintenance work plans.
  • Performs regular site inspections and supports annual inspections and follow-up work to ensure timely repairs and implementation of appropriate capital solutions.
  • Ensure the building security and life safety systems are working and that the buildings are secure and safe for tenants and staff.
  • Leads the implementation of all capital-related records. Maintains computerized records of work orders, purchase order system and building systems information.
  • Ensures that all appropriate logs and records are kept, including fire safety logs, elevator inspections, material safety data sheets; snow/de-icing log, valve tags, service records, roof anchor inspection results/drawings and any other records required by legislation.
  • Monitors the service delivery of major site-wide contracts including: building services, pest control, cleaning, landscaping and inspection schedules.
Customer Service & Response
  • Works in team, supportive and coaching spirit with frontline maintenance and tenancy management staff to ensure a one-stop and effective and respectful customers service processes and outcomes for clients and service customers
  • Works very closely with the Manager- Housing to develop plans and ensure timely communication and coordination in the delivery of capital projects, building services and contracts
  • Responsible for timely responses to requests from internal WoodGreen heads & managers, contractors, and statutory agencies.
  • Leads engagement and communication with tenants in aspects of capital plan projects in collaboration with the Management team.
Leadership, coaching & Modeling Behaviour
  • Participate in regular Managers team meeting
  • Ensures proper training for Operations and Building services to meet health and safety regulations in preventative maintenance and capital project work
  • Ensures the anti-racism objectives and community development principles of the organization are achieved within the program.

What You Bring to the Team
  • Bachelor’s Degree or College Diploma or training in a relevant field.
  • 5+ years of relevant Facilities Management Training & Experience in various major Capital Project work, Building Services, Trades/Systems.
  • Knowledge of health and safety practices and regulations (Health & Safety Awareness for Supervisors course; WHMIS – Workplace Hazardous Materials Information System course).
What Will Set You Apart
  • Understanding and experience with budgeting.
  • Excellent planning skills and a good level of understanding of building services blueprints.
  • Computer savvy (including MS Office Suite) and able to implement electronic work order system.
  • Strong knowledge and practice in building services components (e.g. CMRP, plumbing, electrical or HVAC certified) are preferred.
  • Knowledge of Yardi Software is considered an asset.
  • Red Cross Standard First AID and CPR/AED – Level C certificate.
  • Valid G Driver’s license with a clean driving record and access to a personal vehicle.
  • Excellent communication, interpersonal, leadership, and team building skills.
  • Strong proficiency in performance management.
  • An eye for detail and commitment to high standard of customer service to clients and service providers/contractors.
