Pay Grade: Exempt $132,887 -$156,338
Hours of Work: 8:30 – 16:30

Overview
The City is currently in the process of designing and implementing a new Enterprise Resource Planning (ERP) system, a transformative initiative that will modernize and integrate financial and administrative functions across the organization. This position plays a key role in the successful implementation of the ERP system. The incumbent Manager has announced plans to retire at the end of 2027, and the successful candidate is expected to transition into the permanent role at that time, ensuring continuity of leadership during and after the ERP project.

This role will report to the Director, Financial Services. The successful candidate will be responsible for the Budgeting and Accounting department, including the budgeting, financial reporting, and capital accounting functions for the City. This position is also responsible for managing the City’s property insurance, being the primary liaison with the City’s financial auditors, and managing new projects. This position may oversee accounts payable and the city’s purchase card program. Specific duties include preparing worksheets and schedules for the annual budgeting and financial reporting processes, detailed financial analysis, liaising with colleagues in other departments, preparing corporate reports and bylaws, initiating and updating finance-related policies, as well as overseeing and mentoring staff. The successful candidate for this position possesses a strong, open, team-oriented leadership style and welcomes the challenge of seeking continuous improvements in organizational efficiency. It is essential that you bring proven experience in developing and monitoring budgets and in financial reporting.

Qualifications

  • Completion of Grade 12 and a University degree in Commerce, Business Administration or equivalent.
  • Professional Accounting Designation with a minimum of 5 years budgeting, financial reporting and supervisory experience, preferably in a unionized environment.
  • Good knowledge of Canadian Public Accounting Standards.


Requirements

  • Prepare detailed worksheets for budgeting, reporting and financial analysis.
  • Monitor departmental and City-wide budget and provides detailed variance analysis.
  • Co-ordinate the year end audit process and prepare the annual audit working papers, financial statements and other Government statistical reports which are reviewed by the Director of Financial Services.
  • Liaise directly with the City Auditors.
  • Liaise with colleagues in other departments ensuring that finance policies and procedures are followed.
  • Provide guidance for budgeting and year end procedures.
  • Ensure that any new accounting guidelines or changes to PSAB are correctly reflected in the City's annual financial statements.
  • Provide knowledge, expertise and guidance in implementing the new ERP system.
  • Directly supervise, coach, and mentor employees
  • Review and authorize journal entries.
  • Design, implement and recommend policies and internal controls for various city-wide financial processes.
  • Design and prepare new or updated financial reports as required.
  • Strong experience in preparing detailed departmental and organizational budgets, complex financial analysis, financial reporting, and in annual audits.
  • Excellent written and verbal communication skills and must be able to communicate effectively with all levels of the organization.
  • Strong leadership skills with experience supervising and mentoring.
  • Other duties and responsibilities as assigned.
  • Ability to successfully pass a Police Information Check and possess and maintain a valid B.C. Class 5 driver’s license.
