THE OPPORTUNITY

Reporting to the Associate Vice President of Alberta Safety Codes Authority (ASCA), as the Manager of ASCA Storage Tank Systems, you will lead a team of Safety Codes Officers (SCO) in delivering risk-based compliance and technical advisory services, fostering a culture of accountability, cooperative systems thinking, and service excellence. You will be responsible for providing clear direction of the program, ensuring alignment with legislation and Council strategic priorities.

This is a leadership role that goes beyond management. You will be a coach and a champion of innovation, leading your team towards evolving regulatory priorities, technology, and organizational goals. WHAT WE OFFER

A competitive base salary that considers your education and experience with a salary range between $95,000-$130,000.

Key Responsibilities
  • Lead the Safety Codes Officers by setting clear goals, fostering accountability, and promoting systems thinking and continuous improvement.
  • Provide direction and oversight for the STS program, ensuring compliance with legislative and Council priorities.
  • Identify and manage risks using data-driven insights
  • Foster collaborative relationships with stakeholders to support program objectives and continuous improvement.
  • Represent the Council at industry engagements to promote consistency in service delivery.
  • Monitor emerging trends and risks within the safety codes system, informing program development.
  • Act as a trusted advisor, offering guidance on regulatory expectations and compliance.
  • Enhance program processes to ensure effectiveness and responsiveness to legislative requirements.
  • Implement improvements that support innovation and risk-based decision-making.
  • Maintain service delivery standards for consistency and quality.
  • Conduct research on emerging issues, providing recommendations to strengthen program performance.
Requirements

To be successful in this role, you have a post-secondary degree in a relevant field such as engineering, environmental science, public administration, business administration, or a related discipline (or equivalent combination of education and experience). You bring 5+ years of experience in regulatory compliance, safety codes administration, or a related field with at least 2–3 years in a leadership role that includes team professional development and engagement. You also bring:

  • In-depth knowledge of the Safety Codes Act and associated regulations
  • An ability to identify and mitigate risks using data-driven insights.
  • Expertise in budgeting, resource allocation, and operational planning.
  • An ability to engage stakeholders including municipalities, regulatory bodies, and industry associations.
  • A comprehensive understanding of the Safety Codes Act and associated regulations.
  • Experience in risk-based compliance oversight, enforcement strategies, and the creation of compliance campaigns.
  • Insight into municipal governance and the roles of provincial regulators and industry associations in the safety codes
  • system.
  • Familiarity with the Freedom of Information and Protection of Privacy Act (FOIP) and best practices for managing sensitive information.
  • A strong background in program planning, service delivery models, and performance measurement frameworks in regulatory or public-sector environments.

We’re looking for someone with strong capabilities in:

  • Overseeing complex regulatory programs using risk-based decision-making.
  • Identifying and mitigating operational and compliance risks.
  • Interpreting legislation and understanding Safety Codes System regulations.
  • Communicating effectively between experts and decision-makers.
  • Balancing long-term vision with operational realities to drive innovation.
  • Leveraging technology to enhance operational processes.
  • Synthesizing technical information into clear guidance for decision-making.

You will stand out if you have the following assets:

  • Experience in Safety Codes delivery, SCO certification and formal training in ISO
  • Relevant training in compliance monitoring, risk management or regulatory enforcement
  • Proficiency in emergency response planning, inspection practices, and permitting processes
