About the Role

The Alternate Neighbourhood Crisis Response (ANCHOR) Program is an innovative prototype that provides a community-based, non-police response and follow-up for individuals experiencing crises in the Centretown and Somerset West neighbourhoods. The project is a partnership with Somerset West Community Health Centre, Community Navigation of Eastern Ontario (CNEO/211) and the City of Ottawa, and builds on the work of the Ottawa Guiding Council on Mental Health and Addictions and other community interest holders.

Reporting to the Director, Mental Health Substance Use and Addictions Community Health Programs and
Early Years, the Manager, ANCHOR is responsible for the on-the-ground, day-to-day operations of the
ANCHOR program/team. The incumbent will be responsible for supervising these staff at CCHC’s main
office and at off-site locations, including staff working shifts across this 24-hours-a-day, 7-days-a-week
operation. The Manager conducts and/or facilitates the planning, development, implementation, supervision, and evaluation of program activities in consultation with the Director and with designated
program partners.

The ANCHOR program brings staff from two community health centres together as one team in a joint
service delivery model. The Manager will work with leadership from both centres to ensure integration and
provide coordinated, seamless service delivery.

In keeping with our centres’ commitment to equity, anti-racism and anti-oppression, and acknowledging
the particular importance of a community-based, non-police response for racialized communities, this
position is designated for Indigenous, Black or racialized individuals. Candidates should clearly self identify

Requirements

Lived experience as member of Black, Indigenous or racialized communities- candidates must clearly self-identify on cover letter.

Bachelor’s degree in in social work, psychotherapy or other mental health-related field, or equivalent combination of relevant education and experience

Minimum of five (5) years of progressive management experience, preferably within a multidisciplinary team in a health care setting

Demonstrated leadership in mental health, substance use health, services for the unhoused, and community engagement.

Sound knowledge of general management principles, including financial and human resource management

Demonstrated understanding of the impact of the social determinants of health on people’s health and well-being.

Knowledge of and experience with street and crisis outreach issues.

Excellent clinical assessment skills

Strong knowledge of concurrent mental health distress presentations including psychosis, trauma and emotional dysregulation

Demonstrated leadership experience in partnership development, development and delivery of community-based programs, and addressing issues of marginalized populations on individual, organizational and systemic levels.

Experience with a project management approach in the development, implementation, review and revision of new and innovative programs and services.

Demonstrated leadership experience in addressing issues of inequity, racism and oppression on an individual, organizational and systemic level.

Knowledge of and ability to work with diverse populations and delivery of culturally safe services

Ability to prioritize and manage multiple tasks/projects

Ability to work independently and be self-directed; exercises initiative and sound judgement

Ability to work effectively in a fast paced, rapidly changing environment and meet conflicting demands –including providing support and direction to staff

Strong critical analysis, problem solving, planning, decision-making, leadership, organizational and change management skills

Excellent interpersonal, oral and written communication skills

Strong promoter and enhancer of teamwork

Familiarity with management information/client tracking systems

Demonstrated ability to model “client centred” service delivery

Proficient with Microsoft office suite

Ability to flex schedule when needed to respond to needs of a 24/7 program

Master’s degree in social work, psychotherapy or other mental health-related field, or equivalent combination of relevant education and experience

Experience working in a community-based, primary care setting.

Lived experience related to the client population served by this program (please clearly self-identify)
