Our Adjacent Construction Review (ACR) team is seeking a Manager to join our team to lead the team responsible for review of third party projects review along our Light Rail Transit (LRT) corridors and related assets. The Manager will provide senior technical review related to development and infrastructure applications pertaining to municipal planning, design, municipal consent reviews, permits and construction applications submitted by third-parties adjacent and across Metrolinx infrastructure during the construction and operation phase of the corridor. This position will be responsible for all third-party interactions between internal Metrolinx departments and external stakeholders, utility companies, government agencies, the development industry and adjacent communities to ensure safe transit operations, reliable systems, faster transit construction and better community connectivity.

What will I be doing?

  • Provide technical and strategic leadership and support to team responsible for daily review and approval of third-party applications with the aim of protecting Metrolinx assets, operations and corridors
  • Review, comment and ultimate close-out of third-party development applications, including project-level decision-making, negotiations, conflict resolution, approvals, and signoffs.
  • Lead negotiations with proponents, as required, to ensure compliance with standards, requirements and provide risk-based decision making to gain their acceptance regarding proposed actions, represent Metrolinx interests, and finalize agreements
  • Engage in project-related discussions, issues management and develop strategies for communication, and de-escalation with proponents
  • Develop and manage relationships to ensure affected internal and external parties are consulted and informed, and that negative impacts on Metrolinx assets are suitably mitigated.
  • Oversee internal team service standards, including the tracking and monitoring of project review progress, permit status, team performance, issues management, lessons learned and reporting on Key Performance Indicators (KPIs)
  • Identifies and guides internal and external administrative improvements, including managing technical advisors, development/refinement of team processes, revenue, financial, technical and procedural documents.
  • Provide support for third-party project construction coordination, including construction oversight to ensure technical, safety and legal compliance with permit conditions and corporate requirements.
  • Directly supervise 6-8 employees in a single workgroup or team performing related tasks.
  • Lead employees using a performance management and development process that provides an overall framework to improve productivity, encourage employee contribution and includes goal setting, feedback, and performance development planning.
  • Create a working environment that is aligned with the organization’s values while ensuring staff possess the required skills, are properly aligned, and are provided with the resources to do their job
  • Other duties as assigned.


What Skills and Qualifications Do I Need?

  • Completion of a degree in Transportation or Urban Planning, Environmental and applied science, Engineering, Business, and/or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated years of progressive experience in the municipal planning, urban development and/or transportation industry - with direct involvement in transit corridor-related development/ construction is an asset. Consideration will be given to candidates with less experience depending on their background and qualifications.
  • Professional Planner designation is an asset.
  • Knowledge of applicable legal and regulatory requirements governing the delivery of transit services (e.g., Planning Act, Building Transit Faster Act, Environmental Assessment Act, Transport Canada (TC), Canadian Rail Operating Rules (CROR), Railway Association of Canada (RAC), Ontario provincial and municipal standards and best practices, contracts, and environmental legislation
  • Experience with urban planning, heavy and light rail infrastructure operations/construction, and/or transportation planning principles and practices, right-of-way permits and third-party project approvals.
  • Knowledge of project management principles and practices, including project budget and schedule controls, to lead and direct cross-functional teams and consultants engaged in simultaneous projects and monitor project activities for adherence to timelines, budgets, and project performance objectives.
  • Experience with vendor management to manage the development and delivery of externally provided products and services and monitor contractor work assignments for adherence to timelines and the achievement of contract performance objectives
