Under general supervision, the Plant Maintenance Mechanic First Class performs maintenance work requiring a high degree of skill in the inspection, repair, maintenance and installation of all types of plant equipment and machinery; employees will be designated based on area of specialization such as welding, diesel, pumps or pipe fitting.
Because the Authority has a responsibility to serve the public 24 hours a day, an employee in this class is expected to work overtime as conditions demand and may be called in on short notice during power outages and other emergencies.

- Inspects, repairs, replaces, sets up and aligns electrical and/or mechanical machinery and equipment.
- Maintains and repairs such equipment as boilers and accessories, fans, heat exchanges, condensers, piping, valves, ducts, casing insulation, air heater, mills, pumps, meters, diesel engines, steam turbines, generators, desalination plants, gas turbines and similar equipment.
- Assists in the laying out, erection and removal of scaffoldings, rigging and blocking; works with and assists lower level personnel in the more difficult repair work.
- Reports abnormal conditions to foreman; checks bearings, chain drives and gear boxes for proper lubrication; performs major overhaul on gas turbines, engines, generators and related equipment.
- Rebuilds and realigns pumps; inspects tubes for flaking and leaks and repairs as necessary; checks and changes air intake filters, tube oil and fuel oil filters.
- Performs welding, machine work, burning, heat treating, and blacksmithing work in connection with forging and forming of metal parts or tools; performs pipe fitting, welding and machinist work as required.
- Maintains equipment, tools and work area in a clean and orderly condition; performs oxygen and acetylene welding, shield metal arc welding, semi-automatic arc welding.
- Thorough knowledge of the tools, equipment and material use in the maintenance and repair of power and water plants equipment and machinery.
- Thorough knowledge of practical and efficient methods of maintenance and repair work.
- Thorough knowledge of the principles involved in the operation of diesel engines and steam turbines.
- Thorough knowledge of safe rigging and scaffolding practices.
- Thorough knowledge of safety practices and procedures and occupational hazards of the trade.
- Knowledge of preventative maintenance program and procedures; working knowledge of high pressure boilers and low and high pressure pumps.
- Ability to read, interpret and work from moderately complex blueprints and specifications.
- Ability to understand and carry through oral and written work assignments; ability to determine working condition of equipment and to detect flaws or defects in operation.
High school diploma, or equivalent, including or supplemented by courses in the mechanical and metal trades, and five (5) years of progressively responsible experience in power and water desalination plant maintenance work. Three (3) years must have been as a Plant Maintenance Mechanic 2nd Class.
